Extension of Public Scoping Period for the Draft Environmental Impact Statement for Adoption of a Long-term Experimental and Management Plan for the Operation of Glen Canyon Dam
The Department of the Interior, through the Bureau of Reclamation and the National Park Service, is extending the public scoping period for the Draft Environmental Impact Statement (EIS) for Adoption of a Long-term Experimental and Management Plan (LTEMP) for the Operation of Glen Canyon Dam to January 31, 2012. The Notice to Solicit Comments and Hold Public Scoping Meetings was published in the Federal Register on October 17, 2011 (76 FR 64104). The public scoping period was originally scheduled to end on Friday, December 30, 2011.
Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the Suisun Marsh Habitat Management, Preservation and Restoration Plan, California
The Bureau of Reclamation (Reclamation) and the U.S. Fish and Wildlife Service (Service), as the National Environmental Policy Act (NEPA) Federal joint lead agencies, and the State of California Department of Fish and Game (DFG), acting as the California Environmental Quality Act lead agency, have prepared the Suisun Marsh Habitat, Management, Preservation, and Restoration Plan (SMP) Final EIS/EIR. The SMP is a comprehensive plan designed to address the various conflicts regarding use of Suisun Marsh resources, with the focus on achieving an acceptable multi-stakeholder approach to the restoration of tidal wetlands and the management of managed wetlands and their functions.

Adjustment of the Amount of an Administrative Costs Assessment
The Bureau of Reclamation (Reclamation, we, our, or us) is decreasing the amount of the administrative costs assessment set forth in the Acreage Limitation Rules and Regulations (Regulations), 43 CFR part 426. Based on our latest required review, the current $290 administrative costs assessment is being decreased to $230.
Final Environmental Impact Statement for the Windy Gap Firming Project, Colorado
The Final Environmental Impact Statement (EIS) for the Windy Gap Firming Project is available for public review. The Bureau of Reclamation (Reclamation) has evaluated comments and has identified Alternative 2 as the Preferred Alternative. The Preferred Alternative includes construction of Chimney Hollow Reservoir, pre-positioning of Colorado-Big Thompson (C-BT) water in the new reservoir, and a new pipeline to convey water to the reservoir from existing C-BT facilities.

Change in Discount Rate for Water Resources Planning
The Water Resources Planning Act of 1965 and the Water Resources Development Act of 1974 require an annual determination of a discount rate for Federal water resources planning. The discount rate for Federal water resources planning for fiscal year 2012 is 4 percent. Discounting is to be used to convert future monetary values to present values.
Draft Programmatic Environmental Impact Statement for the Integrated Water Resource Management Plan, Yakima River Basin Water Enhancement Project, Benton, Kittitas, Klickitat, and Yakima Counties, WA
The Bureau of Reclamation, in cooperation with the Washington State Department of Ecology, the joint lead agency, has prepared a draft Programmatic Environmental Impact Statement for the Integrated Water Resource Management Plan, Yakima River Basin Water Enhancement Project. Final Environmental Impact Report/Environmental Impact Statement for Upper Truckee River Restoration and Golf Course Reconfiguration Project
The final Environmental Impact Report/Environmental Impact Statement for the Upper Truckee River Restoration and Golf Course Reconfiguration Project is available for public review and comment. The Bureau of Reclamation, the California Department of Parks and Recreation, and the Tahoe Regional Planning Agency have evaluated comments and are recommending a preferred alternative for approval. The preferred alternative includes river ecosystem restoration with a reconfigured 18-hole golf course.

The Colorado River Basin Salinity Control Advisory Council (Council) was established by the Colorado River Basin Salinity Control Act of 1974 (Pub. L. 93-320) (Act) to receive reports and advise Federal agencies on implementing the Act. Central Valley Project Improvement Act; Refuge Water Management Plans
To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and subsequent Department of the Interior administrative review process, the Bureau of Reclamation developed and published the Criteria for Developing Refuge Water Management Plans (Refuge Criteria). Several entities have each developed a Refuge Water Management Plan (Refuge Plan), which Reclamation has evaluated and preliminarily determined to meet the requirements of these Refuge Criteria (see list in Supplementary Information below). Willow Creek Mutual Water Company Refuge Plan was developed in accordance with the Refuge Criteria applicable to the conservation easements that have been acquired by the United States Fish and Wildlife Service. Reclamation is publishing this notice in order to allow the public to review the plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination is invited at this time.
Notice of Intent to Accept Proposals, Select Lessee, and Contract for Hydroelectric Power Development at Caballo Dam, Rio Grande Project, New Mexico
Current Federal policy encourages non-Federal development of environmentally sustainable hydropower potential on Federal water resource projects. The Bureau of Reclamation (Reclamation), in consultation with the Department of Energy, Western Area Power Administration (Western), will consider proposals for non-Federal development of hydroelectric power at Caballo Dam, a feature of the Rio Grande Project. Reclamation is considering such hydroelectric power development under a lease of power privilege. No Federal funds will be available for such hydroelectric power development. Western would have the first opportunity to purchase and/or market the power that would be generated by such development under a lease of power privilege. The Rio Grande Project is a Federal Reclamation project. This notice presents background information, proposal content guidelines, and information concerning selection of a non-Federal entity to develop hydroelectric power at Caballo Dam.
Draft Environmental Impact Statement/Environmental Impact Report and Notice of Public Meetings for the Joint Operations Center Relocation Project, Sacramento County, CA
The Bureau of Reclamation (Reclamation) and the California Department of Water Resources (DWR) have made available for public review and comment the joint draft environmental impact statement/ environmental impact report (Draft EIS/EIR) for the Joint Operations Center (JOC) Relocation Project. The proposed new JOC would provide the special needs, essential services, and requisite office space for the combined occupancy of Reclamation, DWR, and the National Weather Service (NWS) that are lacking at the existing Interim JOC on El Camino. Special needs are defined as two control centers, a flood operations center, backup power supplies, primary and backup communication systems, intense computer infrastructure, and physical and cyber security systems. The new JOC also must meet State essential service criteria, described further below.

This notice provides information regarding the Bureau of Reclamation (Reclamation) approval of the Buy American waiver requested by the Sunnyside Division Board of Control (SDBOC) to purchase foreign- produced ductile iron flanges also known as bolt rings used to connect high-density polyethylene (HDPE) and polyvinyl chloride (PVC) pipe as part of the American Recovery and Reinvestment Act of 2009 (ARRA) grant for the Enclosed Lateral Improvement Project (ELIPS) located in Sunnyside, Washington.

Following consultation with the General Services Administration, notice is hereby given that the Secretary of the Interior (Secretary) is renewing the charter for the Glen Canyon Dam Adaptive Management Work Group. The purpose of the Adaptive Management Work Group is to advise and to provide recommendations to the Secretary with respect to the operation of Glen Canyon Dam and the exercise of other authorities pursuant to applicable Federal law.

Tranquility Irrigation District. Kaweah Delta Water Conservation District. To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria for Evaluating Water Management Plans (Criteria). For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the plans and comment on the preliminary determinations. Notice of Availability of the Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the Nimbus Hatchery Fish Passage Project, Lower American River, California
The Bureau of Reclamation (Reclamation), the lead Federal agency, and the California Department of Fish and Game (CDFG), the lead State agency, have prepared a joint Final EIS/EIR for the proposed Nimbus Fish Hatchery Weir Replacement Project (Project). The purpose of the Project is to create and maintain a reliable system of collecting adult fish for use in the Nimbus Fish Hatchery (Hatchery).
Rural Water Supply Program Approved Appraisal Reports; Availability
Reclamation provides assistance for appraisal investigations and feasibility studies for rural water supply projects intended to serve a community or group of communities with domestic, industrial, and municipal water. This assistance helps rural communities assess their potable water needs and identify options to address those needs. Three appraisal reports were approved in Fiscal Year 2010 and two were approved in Fiscal Year 2011. The initial appraisal investigations were submitted by the participants for review to assess technical adequacy and completeness. Once reviewed, Reclamation prepared these reports to document the findings and conclusions of the appraisal investigations that identified the water supply problems, needs, and opportunities in the planning study areas. The approval of an appraisal report indicates that there is a viable alternative that warrants a more detailed investigation through a feasibility study.
Notice of Public Meeting for the Glen Canyon Dam Adaptive Management Work Group Federal Advisory Committee
The Glen Canyon Dam Adaptive Management Work Group (AMWG) makes recommendations to the Secretary of the Interior concerning Glen Canyon Dam operations and other management actions to protect resources downstream of Glen Canyon Dam, consistent with the Grand Canyon Protection Act. The AMWG meets two to three times a year.

Notice of Intent To Prepare a Draft Environmental Impact Statement and Conduct Public Scoping on the Adoption of a Long-Term Experimental and Management Plan for the Operation of Glen Canyon Dam
On December 10, 2009, Secretary of the Interior (Secretary) Ken Salazar announced that the development of a Long-Term Experimental and Management Plan (LTEMP) for Glen Canyon Dam was needed. The Secretary emphasized the inclusion of stakeholders, particularly those in the Glen Canyon Dam Adaptive Management Program (GCDAMP), in the development of the LTEMP. The Department of the Interior (Department), through the Bureau of Reclamation (Reclamation) and the National Park Service (NPS), will prepare a draft environmental impact statement (EIS) and conduct public scoping for the adoption of a LTEMP for the operation of Glen Canyon Dam. The Department's decision to develop the LTEMP is a component of its efforts to continue to comply with the ongoing requirements and obligations established by the Grand Canyon Protection Act of 1992 (Pub. L. 102-575) (GCPA). Reclamation and the NPS will co-lead this effort because Reclamation has primary responsibility for operation of Glen Canyon Dam and the NPS has primary responsibility for Grand Canyon National Park and Glen Canyon National Recreation Area.
Draft Environmental Impact Statement/Environmental Impact Report (EIS/EIR) and Notice of Scoping Meeting for the San Joaquin River Exchange Contractors Water Authority's 25-Year Water Transfer Program 2014 to 2038, California
The Department of the Interior, Bureau of Reclamation (Reclamation) and the San Joaquin River Exchange Contractors Water Authority (Exchange Contractors) propose to prepare a joint EIS/EIR for a twenty-five year water transfer program (Program). The action would be to execute agreements for water transfers among Reclamation, Mid- Pacific Region; Central Valley Project (CVP) and State Water Project (SWP) contractors; and the Exchange Contractors for water service years 2014 to 2038. The Program would consist of the annual development and transfer of up to 150,000 acre-feet of substitute water (maximum of 100,000 acre-feet of conserved water and a maximum of 50,000 acre-feet from land fallowing) from the Exchange Contractors to other CVP contractors, to Reclamation's Refuge Water Supply Program (RWSP) for delivery to the San Joaquin Valley wetland habitat areas (wildlife refuges), and/or State Water Project (SWP) contractors.
Notice of Availability of the Final Environmental Impact Statement for the Madera Irrigation District Water Supply Enhancement Project located in Madera County, California
The Bureau of Reclamation (Reclamation) has prepared a Final Environmental Impact Statement (EIS) for the Madera Irrigation District Water Supply Enhancement Project (MID WSEP). Reclamation proposes to approve the banking of up to 55,000 acre-feet per year of Central Valley Project (CVP) water outside the MID service area and the alteration of Reclamation-owned facilities. The total banking capacity of the MID WSEP is 250,000 acre-feet. Portions of the 24.2 Canal, Section 8 Canal, Main Number 1 Canal, Cottonwood Creek, and Gravelly Ford Canal would be enlarged, extended, or improved. The MID WSEP would be completed in two phases. Phase 1 would involve recharge-related facilities only. Phase 2 would involve supplemental recharge facilities and facilities for recovery of banked water. The Final EIS addresses both phases.

Reclamation is seeking interest from any entity or entities interested in developing a renewable energy project(s) in a lease arrangement on existing Reclamation lands in the vicinity of the San Luis Project near Los Banos, California.
Buy American Exception Under the American Recovery and Reinvestment Act of 2009
This notice provides information regarding the Bureau of Reclamation (Reclamation) approval of the Buy American waiver requested by the Deschutes River Conservancy (DRC) to purchase foreign-produced ductile iron flanges also known as bolt rings used to connect high- density polyethylene (HDPE) and polyvinyl chloride (PVC) pipe as part of the American Recovery and Reinvestment Act of 2009 (ARRA) grant for Three Sisters Irrigation District (TSID) Phase IIIMain Canal piping project located in Sisters, Oregon. These ductile iron flanges are not available in the United States and are necessary for the construction of the TSID project and associated construction schedule. The DRC and TSID engineers conducted market research for the domestic ductile iron flange production industry and determined there is currently no domestic availability for ductile iron flanges for use with HDPE and PVC pipe.

Draft Program Environmental Impact Statement/Environmental Impact Report (PEIS/R) and Public Hearings for San Joaquin River Restoration Program, California
The Bureau of Reclamation and the California Department of Water Resources (DWR) have prepared a joint Draft PEIS/R, for the implementation of the Stipulation of Settlement (Settlement) in NRDC et al. v. Kirk Rodgers et al. The Settlement is based on two goals: (1) To restore and maintain fish populations in ``good condition'' in the mainstem of the San Joaquin River below Friant Dam to the confluence of the Merced River, including naturally reproducing and self-sustaining populations of salmon and other fish (Restoration Goal); and (2) to reduce or avoid adverse water supply impacts to all of the Friant Division long-term contractors that may result from the flows provided for in the Settlement (Water Management Goal). The Draft PEIS/R document evaluates the direct, indirect, and cumulative effects of implementing the Settlement. The alternatives considered in the Draft PEIS/R include actions that will be implemented to work towards achieving the Settlement's Restoration and Water Management goals.

Promoting responsible development of renewable energy and moving the Nation toward a clean energy future is a top priority of the Department of the Interior. The Department signed a Memorandum of Understanding in March 2010 intended to focus on opportunities for development of environmentally sustainable hydropower at existing Bureau of Reclamation (Reclamation) facilities. The Department, acting through the Reclamation will consider proposals for non-Federal development of hydroelectric power at Pueblo Dam River Outlet of the Fry-Ark Project, Colorado. Reclamation is considering such hydroelectric power development under a lease of power privilege. No Federal funds will be available for such hydroelectric power development. The Department will prioritize projects that appropriately balance increased energy generation with consideration of environmental impacts. The Western Area Power Administration (Western) would have the first opportunity to purchase and/or market the power that would be generated by such development under a lease of power privilege. The Fry-Ark Project is a Reclamation project. This Notice presents background information, proposal content guidelines, information concerning selection of one or more non-Federal entities to develop hydroelectric power at Pueblo Dam River Outlet, and power purchasing and/or marketing considerations. Interested entities are invited to submit a proposal on this project.
Cle Elum Dam Fish Passage Facilities and Fish Reintroduction Project; Kittitas County, WA
The Bureau of Reclamation (Reclamation) is notifying the public that it has prepared an FEIS on the proposed Cle Elum Dam Fish Passage Facilities and Fish Reintroduction Project. The Washington State Department of Ecology is a joint lead with Reclamation in the preparation of the FEIS, in coordination with the Washington Department of Fish and Wildlife and the Yakama Nation. The Bonneville Power Administration has assumed the role of a cooperating agency. The FEIS will also be used to comply with requirements of the Washington State Environmental Policy Act. Reclamation published a Draft EIS in the Federal Register on February 3, 2010 (75 FR 562622) with a public comment period ending on March 22, 2010. Revisions were made in the FEIS to incorporate responses to comments. The FEIS also identifies Alternative 3, Right Bank Juvenile Passage with Right Bank Adult Passage without Barrier Dam as the preferred alternative.

The Bureau of Reclamation (Reclamation) proposes to prepare a combined Planning Report and Programmatic Environmental Impact Statement (EIS) on the Integrated Water Resource Management Plan, Yakima River Basin Water Enhancement Project. The Washington State Department of Ecology (Ecology) will be a joint lead agency with Reclamation in the preparation of this Programmatic EIS, which will also be used to comply with requirements of the Washington State Environmental Policy Act (SEPA).
Correction; Central Valley Project Improvement Act, Standard Criteria for Agricultural and Urban Water Management Plans
On March 25, 2011, the Bureau of Reclamation published a notice in the Federal Register at 76 FR 16818 on the Central Valley Project Improvement Act Standard Criteria for Agricultural and Urban Water Management Plans. The ``Standard Criteria for Agricultural and Urban Water Management Plans'' (Criteria) are now available for public comment. To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982 (RRA), the Bureau of Reclamation (Reclamation) developed and published the Criteria. The Criteria apply to any Water Management Plans (Plans) submitted to Reclamation as required by applicable Central Valley Project (CVP) water service contracts, settlement contracts, or any contracts that specifically invokes the Criteria. Note: For the purpose of this announcement, Water Management Plans are considered the same as Water Conservation Plans.

Central Valley Project Improvement Act, Water Management Plans
The following Water Management Plans are available for review: Truckee-Carson Irrigation District. Goleta Water District. Delano-Earlimart Irrigation District. Feather Irrigation District. To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria for Evaluating Water Management Plans (Criteria). For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination is invited at this time.
Notice of Intent To Prepare an Environmental Impact Statement (EIS) and Hold Public Scoping Meetings for the Municipal and Industrial (M&I) Water Shortage Policy (WSP), Central Valley Project (CVP)
The U.S. Department of the Interior, Bureau of Reclamation Mid-Pacific Region (Reclamation) proposes to prepare an EIS to analyze the potential effects of an update to the M&I WSP. The policy would be implemented by Reclamation during water short years. Reclamation previously developed, in consultation with the CVP M&I Water Service contractors, a draft CVP M&I WSP in 2001, and in 2005 prepared an Environmental Assessment (2005 EA). The 2005 EA was published on October 2005 and a Finding of No Significant Impact (FONSI) was signed in December 2005. The 2001 M&I WSP was modified by, and is being implemented in accordance with, Alternative 1B in the 2005 EA. Since the publication of the 2005 EA, Reclamation received additional comments from several CVP water service contractors. The contractors expressed a need for clarity on certain aspects of the 2001 M&I WSP, as modified. Other comments received by Reclamation suggested consideration of alternatives to the 2001 M&I WSP. The comments coupled with recent significant changes in the Bay-Delta and CVP/State Water Project operations, has impelled Reclamation to evaluate alternatives and provide an M&I WSP that best recognizes the needs of various segments of the water user community and how those needs could be addressed in times of water shortages.
Contract for Hydroelectric Power Development at the C-Drop, a Feature of the Klamath Project, Klamath Falls, OR
On March 24, 2010, the Department of the Interior (DOI), through the Bureau of Reclamation (Reclamation), U.S. Department of Energy, and Department of the Army through the U.S. Army Corps of Engineers, signed a Memorandum of Understanding (MOU) between the Federal agencies to promote the development of hydropower. Pursuant to this MOU and the current Federal policy encouraging non-Federal development of electrical power resource potential on Federal water resource projects, Reclamation will consider proposals for non-Federal development of hydroelectric power at C-Drop of the Klamath Project, Oregon. This Notice presents background information, proposal content guidelines, and information concerning selection of one or more non- Federal entities to develop hydroelectric power at C-Drop, and power purchasing and/or marketing considerations. Interested entities are invited to submit a proposal on this project.
Bunker Hill Groundwater Basin, Riverside-Corona Feeder Project, San Bernardino and Riverside Counties, CA
Pursuant to the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), the Bureau of Reclamation (Reclamation) and the Western Municipal Water District (Western) have prepared a Supplemental Draft Environmental Impact Report and a Draft Environmental Impact Statement (SDEIR/DEIS) for the proposed Riverside-Corona Feeder (RCF) Project. Interested parties are invited to comment on the SDEIR/DEIS. The Federal action will provide funds for a proposed aquifer storage and recovery project, including new groundwater wells and a 28- mile water pipeline with pump stations and a reservoir storage tank. The project is intended to improve the reliability of Western's water supply through managed storage, extraction and distribution of local and imported water supplies, using available capacity in the Bunker Hill Groundwater Basin and the Chino Basin.
Joint Operations Center Relocation Project, Sacramento County, CA
Pursuant to the National Environmental Policy Act and the California Environmental Quality Act, the Bureau of Reclamation (Reclamation), the lead Federal agency, and the California Department of Water Resources (DWR), the lead State agency, will prepare a joint EIS/EIR for the proposed Joint Operations Center (JOC) Relocation Project (Proposed Action). The purpose of the Proposed Action is to construct a new JOC in the Sacramento area to be occupied by June 2015. The new JOC would provide typical office space and special needs/ essential services space for combined occupancy by Reclamation, DWR, and the NOAA's National Weather Service (NWS) to replace jointly occupied space at 3310 El Camino Avenue in Sacramento.
Glen Canyon Dam Adaptive Management Program Work Group (AMWG)
The Glen Canyon Dam Adaptive Management Program (AMP) was implemented as a result of the Record of Decision on the Operation of Glen Canyon Dam Final Environmental Impact Statement to comply with consultation requirements of the Grand Canyon Protection Act (Pub. L. 102-575) of 1992. The AMP includes a Federal advisory committee, the Adaptive Management Work Group (AMWG), a technical work group (TWG), a Grand Canyon Monitoring and Research Center, and independent review panels. The AMWG makes recommendations to the Secretary of the Interior concerning Glen Canyon Dam operations and other management actions to protect resources downstream of Glen Canyon Dam consistent with the Grand Canyon Protection Act. The TWG is a subcommittee of the AMWG and provides technical advice and recommendations to the AMWG.
