In this final rule, the Department of the Interior moves the Gulf of Mexico Energy Security Act of 2006's Phase I regulations from the Bureau of Ocean Energy Management's (BOEM) title 30 of the Code of Federal Regulations (CFR) chapter V to the Office of Natural Resources Revenue's (ONRR) title 30 CFR chapter XII and clarifies and adds minor definition changes to these current revenue- sharing regulations. Additionally, ONRR amends these regulations concerning the distribution and disbursement of qualified revenues from certain leases on the Gulf of Mexico's Outer Continental Shelf, under the provisions of the Gulf of Mexico Energy Security Act of 2006. These regulations set forth formulas and methodologies for calculating and allocating revenues to the States of Alabama, Louisiana, Mississippi, and Texas; their eligible coastal political subdivisions; the Land and Water Conservation Fund; and the United States Treasury.

On September 25, 2015, BOEM published a Notice of Intent (NOI) to Prepare an Environmental Impact Statement (EIS) for the Liberty Development and Production Plan (DPP) in the Beaufort Sea Planning Area (80 FR 57873). The September 25 notice provided for a 60-day comment period, which is scheduled to end on November 24, 2015. During BOEM's scoping, the pubic recommended extending the comment period. To further the intent of the National Environmental Policy Act (NEPA) to collect information to define the scope of issues to be addressed in depth in the analyses that will be included in the EIS, and to provide additional opportunity for interested and affected parties to comment, BOEM is extending the scoping comment period for an additional 60 days to January 26, 2016.

BOEM invites the submission of nominations for commercial wind leases that would allow a lessee to propose the construction of a wind energy project on the Outer Continental Shelf (OCS) offshore South Carolina, and to develop the project if approved after further environmental review. Although this announcement is not itself a leasing announcement, the Call Areas described herein, or portions thereof, may be available for future leasing. BOEM will use responses to this Call for Information and Nominations (Call) to gauge specific interest in acquiring commercial wind leases in some or all of the Call Areas, as required by 43 U.S.C. 1337(p)(3). Parties wishing to submit a nomination in response to this Call should submit detailed and specific information in response to the requirements described in the section entitled, ``Required Nomination Information.'' This announcement also requests comments and information from interested and affected parties about site conditions, resources, and multiple uses in close proximity to, or within, the Call Areas that would be relevant to BOEM's review of any nominations submitted and/or to BOEM's subsequent decision to offer all or part of the Call Areas for commercial wind leasing. The information that BOEM is requesting is described in the section of this Call entitled, ``Requested Information from Interested or Affected Parties.'' This Call is published pursuant to subsection 8(p)(3) of the OCS Lands Act, 43 U.S.C. 1337(p)(3), which was added by section 388 of the Energy Policy Act of 2005 (EPAct), as well as the implementing regulations at 30 CFR part 585. The Call Areas described in this notice are located on the OCS offshore South Carolina and are delineated as Grand Strand, Cape Romain, Winyah, and Charleston. The four Call Areas include 110 whole OCS blocks and 84 partial blocks in total and comprise approximately 1,007.56 square nautical miles (nmi) (345,584 hectares). These Call Areas were established in consultation with the BOEM South Carolina Intergovernmental Renewable Energy Task Force (Task Force). A detailed description of the areas and how they were developed is described in the section of this Call entitled, ``Description of the Area.''

BOEM is announcing its intent to prepare an Environmental Assessment (EA) for potential commercial wind leasing and site assessment activities on the Atlantic OCS offshore South Carolina. The EA will address environmental and socioeconomic effects related to the proposed action, issuance of commercial wind energy leases, and approval of site assessment activities on those leases. This notice serves to announce the beginning of the formal scoping process. The scope of the EA is the range of issues, alternatives, impacts, and mitigation measures to be considered. Scoping will help identify reasonable alternatives and focus the analysis in the EA on potentially significant issues and eliminate from detailed consideration those issues that are insignificant, irrelevant, or that have not changed from previous analyses. BOEM will also use the scoping process to seek public comment and input under the National Historic Preservation Act (NHPA). Wind Energy Research Lease Issuance on the Atlantic Outer Continental Shelf Offshore Virginia

BOEM has issued a wind energy research lease to the Commonwealth of Virginia, Department of Mines, Minerals and Energy for an area situated on the Outer Continental Shelf offshore Virginia. The purpose of this notice is to inform the public of the availability of the executed lease, Renewable Energy Lease No. OCS-A-0497. Proposed activities on the lease include the installation and operation of wind turbine generators and resource assessment devices, as well as associated offshore substation platforms, interarray cables, and subsea export cables. The total acreage of the lease area is approximately 2,135 acres. The lease area is comprised of six aliquots (i.e., sub-blocks) lying within Official Protraction Diagram Currituck Sound NJ18-11 Blocks 6061 and 6111. This document is the Final Sale Notice (FSN) for the sale of two commercial wind energy leases on the Outer Continental Shelf (OCS) offshore New Jersey, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM is offering two leases for sale using a multiple-factor auction format: Lease OCS-A 0498 and Lease OCS-A 0499. The two lease areas (LAs) are identical to those announced in the Proposed Sale Notice (PSN) for Commercial Leasing for Wind Power on the Outer Continental Shelf (OCS) Offshore New Jersey that was published in the Federal Register on July 21, 2014, with a 60-day public comment period (79 FR 42361). This FSN contains information pertaining to the areas available for leasing, proposed lease provisions and conditions, auction details, lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. The issuance of the proposed leases resulting from this sale would not constitute an approval of project- specific plans to develop offshore wind energy. Such plans, expected to be submitted by auction winners, will be subject to subsequent environmental and technical reviews prior to a decision to proceed with development.

BOEM is announcing its intent to prepare an EIS for the Liberty Development and Production Plan (DPP) in the Beaufort Sea Planning Area. The DPP proposes several steps. A man-made gravel production island, known as the Liberty Drilling and Production Island (LDPI), would be established in Foggy Island Bay. Gravel for construction would come from a new mine west of the Kadleroshilik River. A pipeline would link the LDPI to the Badami Sales Oil Pipeline (Badami pipeline). The pipe-in-pipe pipeline would be buried along a route going south from the LPDI to the shoreline west of the Kadleroshilik River, transition to an above-ground pipeline, and continue south to tie into the existing Badami pipeline. Oil produced from the LDPI would be transported through the Badami pipeline to the existing common carrier pipeline system to the Trans-Alaska Pipeline System. This NOI also serves to announce the beginning of the scoping process. The scope of an EIS refers to the range of issues, alternatives, and mitigation measures to be considered. Public scoping assists the agency in focusing on significant issues and alternatives and eliminating from detailed consideration those issues that are insignificant, irrelevant or have been fully and adequately considered in prior analyses. No alternatives, other than the no-action alternative, have yet been identified. Through this notice, BOEM also invites public input regarding the identification of historic properties and potential effects from the proposed action to historic properties as defined by the National Historic Preservation Act (NHPA) (54 U.S.C. 306108), as provided for in 36 CFR 800.2(d)(3). Outer Continental Shelf Official Protraction Diagrams and Supplemental Official Outer Continental Shelf Block Diagrams

Notice is hereby given of the availability of certain NAD 27- based Outer Continental Shelf (OCS) Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) depicting geographic areas located in the Gulf of Mexico. BOEM, in accordance with its authority and responsibility under the OCS Lands Act, is announcing the availability of maps used for the description of renewable energy, mineral, and oil and gas lease sales in the geographic areas they represent. The following twelve (12) OPDs (dated October 1, 2014) have been revised to reflect coast line data of the Gulf Coast of Florida that was originally approved by the U.S. Baseline Committee in 1999. Specifically, the coast line, Submerged Lands Act boundary, and the OCS Lands Act ``Section 8(g) Zone'' boundary have been revised. Eight (8) SOBDs (dated October 1, 2014) located within OPD NH16-05 (Pensacola) have been revised to reflect the intersection of the Submerged Lands Act and Section 8(g) Zone boundaries for the States of Florida and Alabama (known as the ``Florida wrap-around''). Two (2) SOBDs (dated October 1, 2014) also located within OPD NH16-05 (Pensacola) have been revised to reflect the intersection of the Submerged Lands Act and Section 8(g) Zone boundaries with the ``Military Mission Line.'' BOEM is also publishing a total of six hundred ninety-two (692) SOBDs that were generated by the Minerals Management Service (a predecessor bureau of BOEM) using coast line data that was originally approved by the U.S. Baseline Committee in 1999. These SOBDs (dated March 1, 1999) reflect the Submerged Lands Act and the Section 8(g) Zone boundaries adjacent to the Gulf Coast of Florida. In 2000, the SOBDs were submitted to the State of Florida for signature, indicating their concurrence with the MMS depiction of the boundaries. Although Florida did not sign the SOBDs, the diagrams reflect the current Federal position of these boundaries, and will eventually be superseded by diagrams with an updated format and BOEM logo. BOEM will continue working with Florida to resolve any areas of boundary discrepancy.

Consistent with the regulations implementing the National Environmental Policy Act (NEPA) (42 U.S.C. 4321 et seq.), BOEM is announcing its intent to prepare an Environmental Impact Statement (2017-2022 Gulf of Mexico Multisale EIS) on the Gulf of Mexico (GOM) oil and gas lease sales tentatively proposed in the 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Draft Proposed Program (2017-2022 Draft Proposed Program). This Notice of Intent (NOI) serves to announce the EIS scoping process and scoping meetings for the 2017- 2022 Gulf of Mexico Multisale EIS. Due to the lead time to prepare an EIS, BOEM will begin preparation of the 2017-2022 Gulf of Mexico Multisale EIS prior to the 2017-2022 OCS Oil and Gas Leasing Program being finalized. Should the GOM lease sales ultimately included in the 2017-2022 OCS Oil and Gas Leasing Program differ substantially from those proposed in the 2017-2022 Draft Proposed Program, BOEM will incorporate those changes into the 2017-2022 Gulf of Mexico Multisale EIS, as appropriate. Section 18 of the OCS Lands Act (43 U.S.C. 1344) requires the development of an OCS oil and gas leasing program every five years, setting forth a five-year schedule of lease sales designed to best meet the Nation's energy needs. The lease sales proposed in the GOM in the 2017-2022 Draft Proposed Program are region-wide sales comprised of the Western, Central, and a small portion of the Eastern Planning Areas in the GOM not subject to Congressional moratorium. These planning areas are located offshore the States of Texas, Louisiana, Mississippi, Alabama, and Florida. Should the 2017-2022 OCS Oil and Gas Leasing Program include GOM-wide sales, any individual lease sale could still be scaled back during the pre-lease sale process to offer a smaller area should circumstances warrant. For example, an individual lease sale could offer an area that conforms more closely to the separate planning area model used in the 2012-2017 OCS Oil and Gas Leasing Program.

BOEM prepared the Chukchi Sea Oil and Gas Lease Sale 193 Final Second Supplemental Environmental Impact Statement (SEIS) to address a deficiency identified by the U.S. Court of Appeals for the Ninth Circuit (Court of Appeals) in its opinion of January 22, 2014. The Final Second SEIS considers the potential impacts of oil and gas activities that could result from leases issued in Lease Sale 193, including the full range of likely production if oil production were to occur (80 FR 9266, Feb. 20, 2015). In making her decision, the Assistant Secretary for Land and Minerals Management (ASLM) considered four alternatives for Lease Sale 193, the potential impacts for each alternative as presented in the Final Second SEIS, and all comments received throughout the National Environmental Policy Act (NEPA) process. After careful consideration, the ASLM selected BOEM's preferred alternative, to affirm Lease Sale 193 and leases previously issued. This selection meets the purpose and need for the proposed action, promotes orderly resource development with protection of the human, marine, and coastal environments, and ensures that the public receives an equitable return for these resources and that free-market competition is maintained.

The Department of the Interior (DOI), acting through BOEM and BSEE, proposes to revise and add new requirements to regulations for exploratory drilling and related operations on the Outer Continental Shelf (OCS) seaward of the State of Alaska (Alaska OCS). The Alaska OCS has the potential to be an integral part of the Nation's ``all of the above'' domestic energy strategy. This proposed rule focuses solely on the OCS within the Beaufort Sea and Chukchi Sea Planning Areas (Arctic OCS). BOEM is announcing the availability of a Final Second Supplemental Environmental Impact Statement (SEIS) for the Chukchi Sea Planning Area, Outer Continental Shelf (OCS) Oil and Gas Lease Sale 193 (Lease Sale 193). The Final Second SEIS (OCS EIS/EA BOEM 2014-669) provides new analysis in accordance with the United States District Court for the District of Alaska (District Court) Order remanding Lease Sale 193 to BOEM. The District Court's order instructs BOEM to address the deficiency in the 2007 Final EIS (OCS EIS/EA MMS 2007-026) identified by the U.S. Court of Appeals for the Ninth Circuit (Ninth Circuit). The Ninth Circuit held that the EIS supporting the decision to hold Lease Sale 193 arbitrarily relied on a one billion barrel oil production estimate. The Final Second SEIS provides a revised exploration and development scenario and an accompanying analysis of potential impacts of the proposed action alternatives. The Final Second SEIS identifies Alternative IV (Corridor II Deferral) as BOEM's preferred alternative.

Consistent with the regulations implementing the National Environmental Policy Act (NEPA), as amended (42 U.S.C. 4321 et seq.), BOEM is announcing its intent to prepare an EIS to inform the decisions that will be taken during the preparation and implementation of the 2017-2022 Oil and Gas Leasing Program (2017-2022 Program). Section 18 of the Outer Continental Shelf (OCS) Lands Act (43 U.S.C. 1344) requires the development of an OCS oil and gas leasing program every five years. The 2017-2022 Program must address the size, timing and location of the lease sales to be held under it. Section 18 also requires a multi-step process of consultation and analysis that must be completed before the Secretary of the Interior may approve a new Program. BOEM initiated the 2017-2022 Program process by issuing a request for information and comments (RFI) in June 2014. The remaining process required by section 18 of the OCS Lands Act includes development of a Draft Proposed Program (DPP), a Proposed Program, a Proposed Final Program (PFP), and Secretarial approval of the 2017-2022 Program. The EIS is developed in concert with the 2017-2022 Program documents. The EIS will analyze the potential direct, indirect, and cumulative impacts of possible OCS oil and gas activities that could result from lease sales contemplated under the 2017-2022 Program. The scope of the EIS will be based on the DPP after consideration of public input received during the scoping period for the EIS. The DPP includes potential lease sales in the Gulf of Mexico (Western, Central, and a small portion of the Eastern Gulf of Mexico Planning Areas not subject to Congressional moratorium), Atlantic (Mid and South Atlantic Planning Areas), and Alaska (Cook Inlet, Chukchi, and Beaufort Planning Areas) (for details, see the DPP at https://www.boem.gov/Five-Year-Program/). This notice starts the formal scoping process for the EIS under 40 CFR 1501.7 of the Council on Environmental Quality (CEQ) regulations and solicits input from the public regarding alternatives to the proposed action, impacting factors, environmental resources and issues of concern in the DPP area, and possible mitigating measures that should be evaluated in the EIS. The purpose of scoping is to determine the appropriate content for a focused and balanced programmatic environmental analysis by (a) ensuring significant issues are identified early and properly studied during development of the Programmatic EIS; (b) identifying alternatives, mitigation measures, and analytic tools; and (c) identifying insignificant issues and narrowing the scope of the EIS.

Notice is hereby given that effective with this publication, certain NAD 27-based Outer Continental Shelf (OCS) Official Protraction Diagrams (OPDs) and two Lease Maps depicting geographic areas located in the Gulf of Mexico with revision dates as indicated are now available. BOEM, in accordance with its authority and responsibility under the OCS Lands Act, is updating the maps used for the description of renewable energy, mineral, and oil and gas lease sales in the geographic areas they represent. BOEM produces and maintains the official marine cadastre for the OCS areas of the United States. The marine cadastre is a comprehensive spatial data infrastructure whereby rights, restrictions and responsibilities in the marine environment can be assessed, administered and managed. The marine cadastre includes the block grids and official boundaries, which provide the base for nearly all of the BOEM offshore maps and leasing processes. It also gives BOEM the means to define, describe, analyze, and account for every acre/hectare of federal offshore submerged lands. Pursuant to the ``Agreement between the United Mexican States and the United States of America Concerning Transboundary Hydrocarbon Reservoirs in the Gulf of Mexico,'' which went into effect on July 18, 2014, certain activities carried out within three (3) statute miles of the U.S.-Mexico maritime boundary in the Gulf of Mexico trigger obligations for the United States related to such activities within its jurisdiction. The following OPDs and Lease Maps (dated October 1, 2014) have been revised to reflect this ``Transboundary Three Statute Mile Line.''
