Notice of Public Meeting: Bureau of Land Management Nevada Resource Advisory Councils
In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972 (FACA), the Department of the Interior, Bureau of Land Management (BLM) Nevada will hold a joint meeting of its three Resource Advisory Councils (RACs), the Sierra Front-Northwestern Great Basin RAC, the Northeastern Great Basin RAC, and the Mojave-Southern Great Basin RAC in Las Vegas, Nevada. Notice of Application for Extension of Public Land Order No. 5645, and Opportunity for Public Meeting; Alaska
The General Services Administration (GSA) has filed an application with the Bureau of Land Management (BLM) requesting that the Assistant Secretary of the Interior for Land and Minerals Management extend the duration of the withdrawal created by Public Land Order (PLO) No. 5645 for an additional 20-year term. PLO No. 7336 extended PLO No. 5645, which withdrew approximately 10 acres of public land from surface entry and mining for the protection of the Poker Creek Border Station for an additional 20-year term. PLO No. 7336 also transferred administrative jurisdiction from the U.S. Customs Service to the GSA. The withdrawal extended by PLO No. 7336 will expire on July 18, 2018, unless further extended. This notice provides an opportunity for the public to comment on the withdrawal extension application and to request a public meeting.
Public Land Order No. 7848; Extension of Public Land Order No. 7179, California
This order extends the duration of the withdrawal created by Public Land Order No. 7179 for an additional 20-year period. The extension is necessary to continue protection of the seismic integrity of the University of California-Berkeley Seismic Observatory located in the Klamath National Forest, Siskiyou County which will expire on January 24, 2016, unless extended.

Notice of Application for Withdrawal and Opportunity for Public Meeting; Arizona
The United States Department of the Navy (DON) filed an application with the Bureau of Land Management (BLM) requesting the Secretary of the Interior to withdraw approximately 26.794 acres of public land within the DON Marine Corps Air Station, Yuma (MCAS, Yuma), for a period of 20 years, from settlement, sale, location, or entry under the public land laws, including the United States mining and mineral leasing laws. The DON has also requested that jurisdiction of these lands be transferred to the Department of Defense for the use of MCAS, Yuma. The purpose of the withdrawal would be to protect the existing structures and facilities that were installed or developed under the prior withdrawal, Public Land Order No. 6804, which expired in 2010. This notice temporarily segregates the land for up to 2 years while the withdrawal application is being considered. This notice also gives the public an opportunity to comment on the withdrawal application and to request a public meeting.

The Bureau of Land Management (BLM) proposes to offer 39 parcels of public land totaling 608.57 acres in the Las Vegas Valley by competitive sale, at not less than the appraised fair market values (FMV). The BLM is proposing to offer the parcels for sale pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), as amended. The sale will be subject to the applicable provisions of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM land sale regulations.
Notice of Proposed Withdrawal Extension and Notice of Public Meeting; Montana
The Assistant Secretary of the Interior for Land and Minerals Management proposes to extend the duration of Public Land Order (PLO) No. 7254, as corrected, for an additional 20-year term. PLO No. 7254 withdrew 19,687 acres of public mineral estate in Toole and Liberty Counties, Montana, from location and entry under the United States mining law to provide enhanced protection of the unique resources within the Sweet Grass Hills Area of Critical Environmental Concern (ACEC) and surrounding areas. The lands have been and will remain open to the mineral and geothermal leasing laws and mineral materials disposal under the Materials Act. The withdrawal created by PLO No. 7254 will expire on April 9, 2017, unless it is extended. This notice amends the land description in PLO No. 7254 and gives an opportunity to comment on the proposed action. This notice also announces the date, time, and location of the public meeting to be held in conjunction with the proposed extension.

This order partially revokes the withdrawal created by Public Land Order No. 1378 insofar as it affects 21.91 acres reserved for the use of the United States Forest Service as the Sunshine Campground. This order also opens the land to appropriation and use of all kinds under the public land laws, except for the United States mining laws.

The lands were withdrawn for military purposes on behalf of the Department of the Navy for the Chocolate Mountain Aerial Gunnery Range.

Notice of Correction to Filing of Plats, Colorado
On October 29, 2015, the Bureau of Land Management (BLM) published a Notice of Filing of Plats of Survey by the Colorado State Office, Lakewood, Colorado [80 FR 66566] which included the following 2 surveys. The plat, in 3 sheets, incorporating the field notes of the dependent resurvey and survey in Townships 50 and 51 North, Range 1 East, New Mexico Principal Meridian, Colorado, and the plat, in 6 sheets, incorporating the field notes of the dependent resurvey and survey in Township 48 North, Range 3 West, New Mexico Principal Meridian, Colorado, both accepted September 30, 2015. This Notice of Correction corrects data errors, and both surveys now have a date of acceptance of November 13, 2015. The BLM Colorado State Office is publishing this notice to inform the public of the intent to officially file the survey plats listed above and afford a proper period of time to protest this action prior to the plat filing. During this time, the plats will be available for review in the BLM Colorado State Office.
Public Land Order No. 7843; Withdrawal of Public Lands for the Protection of the Split Rock and Devil's Gate Interpretive Sites; Wyoming
This order withdraws 343.23 acres of public lands from location and entry under the United States mining laws, but not from leasing under the mineral or geothermal leasing laws, or disposal under the Materials Act of 1947, for a period of 20 years to protect and preserve the Split Rock and Devil's Gate interpretive sites located along national historic trails in Fremont and Natrona Counties, Wyoming.
Public Land Order No. 7844; Withdrawal of Public Lands and Reserved Federal Minerals To Protect Highly Significant Caves; New Mexico
This order withdraws approximately 2,924.65 acres of public lands and 440 acres of reserved Federal minerals underlying non-Federal lands from location and entry under the United States mining laws, subject to valid existing rights, for 20 years to protect and preserve highly significant caves and their associated resources located in Eddy County. The lands have been and will remain open to leasing under the mineral leasing laws.
