Notice of Withdrawal Extension Application and Opportunity for Public Comment for the Halliday Fen Research Natural Area, Washington
The United States Department of Agriculture, United States Forest Service (USFS), has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend Public Land Order (PLO) No. 7614 for an additional 20 years. PLO No. 7614 withdrew 646.40 acres of National Forest System land from location and entry under the United States mining laws for 20 years, subject to valid existing rights, to protect the Halliday Fen Research Natural Area (RNA). This notice advises the public of a 90-day opportunity to comment on this application for a withdrawal extension and to request a public meeting.

By this notice, the BLM is providing information announcing the opening of the comment period on the Draft RMP/EIS and is announcing the comment period on the BLM's proposed areas of critical environmental concern (ACECs).
Public Land Order No. 7930; Extension of Public Land Order No. 6476 for Wheeler Creek Natural Area; Oregon
This order extends the duration of the withdrawal created by Public Land Order (PLO) No. 6476, as extended by PLO No. 7572, for an additional 20-year period. PLO No. 6476 withdrew 334 acres of National Forest System lands in the Rogue River-Siskiyou National Forest from location and entry under the United States mining laws to protect the Wheeler Creek Research Natural Area (RNA).

It also adjusts certain filing fees for minerals-related documents. These updated fees include those for actions such as lease renewals, mineral patent adjudications, and Applications for Permits to Drill (APDs).

On behalf of the United States Fish and Wildlife Service (FWS) and subject to valid existing rights, the Secretary of the Interior proposes to withdraw 199.90 acres of public lands from appropriation under the public land laws, including location and entry under the United States mining laws, subject to valid existing rights, for up to 100 years to protect and reserve the land for management as part of the Malheur National Wildlife Refuge (NWR) located in Harney County, Oregon. This notice temporarily segregates these lands for up to 2 years and announces to the public an opportunity to comment and request a public meeting on the proposed withdrawal.
Notice of Temporary Closure of Public Lands for the 2023-2027 Laughlin Off-Highway Vehicle Races, Clark County, NV
The Las Vegas Field Office announces the temporary closures of certain public lands under its administration for three annual off- highway vehicle (OHV) races that occur in Laughlin, Nevada. This area is used by OHV recreationists, and the temporary closures are needed to limit their access to the race area and to minimize the risk of potential collisions with spectators and racers.
Temporary Closure of Public Lands for the 2023-2027 Rise Lantern Festival, Clark County, NV
The Las Vegas Field Office announces the temporary closure of certain public lands under its administration in Clark County, Nevada. This temporary closure is being made in the interest of public safety for the Rise Lantern Festival over a 2-day period the first full weekend of October of each year from 2023 to 2027. This closure controls access to multiple points of entry to the festival located on the Jean Dry Lake to minimize the risk of vehicle collisions involving festival participants and workers. The temporary closure also ensures adequate time to conduct clean-up of the festival location.

At the request of the Bureau of Land Management (BLM) and subject to valid existing rights, the Secretary of the Interior proposes to withdraw 4,212.98 acres of public lands from location and entry under the United States mining laws, from leasing under the mineral leasing laws, and from disposal of minerals under the Materials Act of 1947, for up to a 50-year term. This notice segregates the lands for up to two years from location and entry under the United States mining laws, from leasing under the mineral leasing laws, and from disposal of mineral materials, subject to valid existing rights; initiates a 90-day public comment period on the proposed withdrawal; and notifies the public that one public meeting will be held regarding the application.

Notice of Realty Action: Classification for Lease and/or Conveyance for Recreation and Public Purposes of Public Lands in Teton County, Wyoming
The Bureau of Land Management (BLM), Pinedale Field Office, received an application from Teton County, Wyoming, for lease or conveyance of 36.26 acres comprised of three public land parcels (referred to as Map Parcels 13, 14, and 26) located along the Snake River under the authority of the Recreation and Public Purposes Act (RPPA) as amended, to support the County's development of recreational facilities that will help meet existing and future expanding recreational needs in Teton County. The BLM examined the public land and determined that the parcels are suitable for classification for lease and subsequent conveyance under the provisions of the RPPA, as amended.

Management and Protection of the National Petroleum Reserve in Alaska
The Bureau of Land Management (BLM) is proposing a new rule to govern the management of surface resources and Special Areas in the National Petroleum Reserve in Alaska (NPR-A), consistent with its duties under the Naval Petroleum Reserves Production Act (NPRPA), Federal Land Policy and Management Act (FLPMA), and other authorities. The proposed rule would revise the framework for designating and assuring maximum protection of Special Areas' significant resource values, and would protect and enhance access for subsistence activities throughout the NPR-A. It would also incorporate aspects of the NPR-A Integrated Activity Plan (IAP) approved in April 2022. The proposed rule would have no effect on currently authorized oil and gas operations in the NPR-A. We solicit comments on all aspects of this proposed action.
