Notice of Temporary Closure of Public Lands for the 2021 Rise Lantern Festival in Clark County, Nevada
The Las Vegas Field Office announces the temporary closure of certain public lands under its administration in Clark County, Nevada. This temporary closure is being made in the interest of public safety in relation to the authorized 2021 Rise Lantern Festival. This closure controls access to multiple points of entry to the festival located on the Jean Dry Lake Bed in order to minimize the risk of vehicle collisions with festival participants and workers. The temporary closure also ensures adequate time to conduct clean-up of the festival location.

The Off-Highway Vehicle (OHV) race area in Laughlin, Nevada, is used by OHV recreationists, and the temporary closures are needed to limit their access to the race area and to minimize the risk of potential collisions with spectators and racers during three events: The 2021 UTV Legends Championship, the 2021 Laughlin Desert Classic, and the 2021 SNORE Laughlin Race.

The Bureau of Land Management (BLM), Headquarters Office seeks public comment on the Federal coal program in advance of the BLM's intended review of that program. Notice of Proposed Supplementary Rules for the Klondike Bluffs Area of Public Lands Managed by the Moab Field Office in Grand County, UT
These proposed supplementary rules would limit camping to developed campgrounds and designated campsites within the Klondike Bluffs Mountain Bike Focus Area and a nearby isolated 160-acre Bureau of Land Management (BLM) parcel. The rules would require the use of portable toilets at designated campsites where constructed toilets are not provided. Additionally, the proposed supplementary rules would prohibit wood cutting and collecting in the Klondike Bluffs Mountain Bike Focus Area and the nearby 160-acre parcel.

In accordance with the Mineral Leasing Act of 1920, as amended, Bevo Production Company (OKNM 123551), Red Dirt Energy, LLC (OKNM 129741), American Energy-Woodford, LLC (OKNM 134913), and Templar Energy, LLC (OKNM 121968) timely filed a petition for reinstatement of competitive oil and gas leases OKNM 123551 in Blaine County, Oklahoma, OKNM 129741 in Woods County, Oklahoma, OKNM 134913 in Payne County, Oklahoma, and OKNM 121968 in Roger Mills County, Oklahoma. The lessees paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The Bureau of Land Management (BLM) proposes to reinstate these leases.

In accordance with Secretary's Order 3401, Comprehensive Analysis and Temporary Halt on all Activities in the Arctic National Wildlife Refuge Relating to the Coastal Plain Oil and Gas Leasing Program, the Bureau of Land Management (BLM) Alaska State Office, Anchorage, Alaska, intends to prepare a Supplemental Environmental Impact Statement (EIS) to the September 2019 Coastal Plain Oil and Gas Leasing Program EIS. The Supplemental EIS will provide a comprehensive analysis of the potential environmental impacts of the Program, including by addressing the deficiencies identified in Secretary's Order 3401.
Notice of Proposed Withdrawal and Opportunity for Public Meeting for the McPhee Dam and Reservoir, Dolores Project; Colorado
The Secretary of the Interior, as requested by the Bureau of Reclamation (BOR), proposes to withdraw 953.06 acres of public lands from settlement, sale, location, or entry, under all of the general land laws, including the mining laws, and 309.56 acres of National Forest System lands from location and entry under the mining laws, and reserve them for use by the BOR in connection with the McPhee Dam and Reservoir, for a period of 100 years. This notice advises the public of an opportunity to comment on the withdrawal and to request a public meeting.
