The Bureau of Land Management (BLM) has officially filed the plats of survey of the lands described below in the BLM Idaho State Office, Boise, Idaho, effective 9 a.m., on the dates specified.

This notice announces the proposed sale of 24 parcels of public land, totaling 2905.42 acres, located in Harney County, Oregon at not less than appraised market value. These parcels are proposed to be sold through competitive and modified competitive procedures.

In accordance with the Federal Land Policy and Management Act of 1976 (FLPMA), and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Northeast California Resource Advisory Council will meet as indicated below.

This notice announces the intent to hold a Resource Advisory Council (RAC) meeting in the Twin Falls District of Idaho on Tuesday, November 28, 2006. The meeting will be held at the Red Lion Canyon Springs Hotel, 1357 Blue Lakes Boulevard, in Twin Falls, Idaho.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Idaho Falls District Resource Advisory Council (RAC), will meet as indicated below.

The Bureau of Land Management published a notice in the Federal Register of August 23, 2006, concerning the classification for lease or conveyance of three parcels of public land to Sublette County. The notice contained an incorrect legal description.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, (30) days from the date of publication in the Federal Register.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM), the Western Montana Resource Advisory Council will meet as indicated below.

The Secretary of the Interior proposes to withdraw on behalf of the Bureau of Reclamation, approximately 17.55 acres of public land, for a period of 20 years, to protect the Bureau of Reclamation's Colorado River Front Work and Levee Project in San Bernardino County, California. This notice segregates the land for up to 2 years from the public land laws and the United States mining laws.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management Eastern Washington Resource Advisory Council will meet as indicated below.

In accordance with Title IV of the Federal Oil and Gas Royalty Management Act (Pub. L. 97-451), Petro-Hunt LLC timely filed a petition for reinstatement of oil and gas lease UTU81046 for lands in Sanpete County, Utah, and it was accompanied by all required rentals and royalties accruing from May 1, 2006, the date of termination.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease COC68523 from Gunsmoke Production Company for lands in Rio Blanco County, Colorado. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of 30 U.S.C. 188 (d) and (e), and 43 CFR 3108.2-3 (a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease COC68525 from Gunsmoke Production Company for lands in Rio Blanco County, Colorado. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Two public listening sessions will be held by the Bureau of Land Management ( BLM) to solicit views from the public on implementation of the Pilot Project provisions of the Energy Policy Act of 2005. Section 365 of the Energy Policy Act directs the Secretary of the Interior to establish seven BLM Field Offices as oil and gas streamlining Project Offices. The offices are: Rawlins, Wyoming; Buffalo, Wyoming; Miles City, Montana; Farmington, New Mexico; Carlsbad, New Mexico; Grand Junction/Glenwood Springs, Colorado; and Vernal, Utah. The Act directs that within 90 days from the date the Act was signed (August 8, 2005) that a Memorandum of Understanding be signed between the U.S. Department of the Interior and the U.S. Department of Agriculture, the Environmental Protection Agency, and the U.S. Army Corps of Engineers. The Memorandum of Understanding was signed October 24, 2005. In addition, Section 365 specifies that not later than 3 years after the date of enactment, the Secretary of the Interior shall submit to Congress a report that outlines the results of the Pilot Project, and makes recommendations to the President regarding whether the Pilot Project should be implemented throughout the United States. The public listening sessions will provide an opportunity for the public to comment on the progress made in the first year of the Pilot Project.

In Federal Register notice document 05-19132 filed 9-23-05; 8:45 a.m., beginning on page 56187, in issue published Monday, September 26, 2005, the following correction is made: On page 56187, in the second column, the legal description in the twenty-second line under Sec. 10, which reads ``NW\1/4\ SE\1/4\ NW\1/4\ W\1/2\ SW\1/4\ SE\1/4\ NW\1/4\'' is hereby corrected to read ``NW\1/ 4\SE\1/4\NW\1/4\, W\1/2\ SW\1/4\ SE\1/4\ NW\1/4\.''

Notice is hereby given that Red Mountain Road, located on public land managed by the Bureau of Land Management approximately eight miles east of Piercy, California, is closed to public access due to dangers posed by the Nobles Fire. Exempted from this closure are vehicles and personnel involved with fighting the Nobles Fire, federal, state and local officers involved in the enforcement of their duties, and Red Mountain Road area residents who show valid identification. This closure is necessary to protect public health and safety.

The Bureau of Land Management (BLM) and the United States Forest Service (USFS) announce a change of meeting location for the December 2, 2006 scheduled meeting of the Santa Rosa and San Jacinto Mountains National Monument Advisory Committee (hereinafter referred to as ``MAC''). The meeting is scheduled to begin at 9 a.m. at the Mountain Station of the Palm Springs Aerial Tramway, One Tramway Road, Palm Springs, California 92262. A special FREE Tram, leaving promptly at 8:45 a.m., is being provided for all MAC members, the media and members of the public interested in attending and speaking during the Public Comment period. The focus of MAC meetings is implementation of the Santa Rosa and San Jacinto Mountains National Monument Management Plan. Members of the public and the media are encouraged to attend and participate in MAC meetings. The Public Comment period begins at 11 a.m. A sign-up sheet for speakers will be available at the entrance of the meeting room on the day of the meeting. Speakers are requested to hold their comments to five minutes. Speakers may provide a written copy of their remarks and any additional remarks for inclusion in the meeting minutes. An agenda will be posted on the Santa Rosa and San Jacinto Mountains National Monument Home Page at https://www.blm.gov/ca/ [fxsp0]palmsprings/santarosa/[fxsp0]srsjmeetings.html, along with any other additional information for this meeting. All National Monument meetings are open to the public with attendance limited only by the space available. In accordance with the National Environmental Policy Act of 1969 (NEPA, 42 U.S.C. 4321 et seq.) and the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan/ Environmental Impact Statement (RMP/EIS) for the Bay planning area for lands adjacent to Bristol Bay and Goodnews Bay, Alaska and by this notice is announcing the opening of the comment period.

This order extends Public Land Orders No. 6629 and No. 6670 for additional 20-year terms. Extension of these orders is necessary to continue the protection of the Lower Salmon River in Idaho, Lewis, and Nez Perce Counties. Effective Date: September 27, 2006.

Public comment period is being extended on the Proposed Clark, Lincoln, and White Pine Counties Groundwater Development Project. The comment period is being extended due to extensive public comment and a high level of public interest.

Pursuant to section 2(b) of the Mineral Leasing Act of 1920, as amended by section 4 of the Federal Coal Leasing Amendments Act of 1976, 90 Stat. 1083, 30 U.S.C. 201 (b), and to the regulations adopted as 43 Code of Federal Regulations (CFR) 3410, all interested qualified parties, as provided in 43 CFR 3472.1, are hereby invited to participate with Ark Land Company on a pro rata cost sharing basis in a program for the exploration of coal deposits owned by the United States of America in the following-described lands in Campbell County, Wyoming:

The purpose of this notice is to announce an upcoming meeting of the Gila Box Riparian National Conservation Area Advisory Committee Meeting. The purpose of the Advisory Committee is to provide informed advice to the Safford Field Manager on management of public lands in the Gila Box Riparian National Conservation Area in southeastern Arizona. The meeting will be held at the Bureau of Land Management Safford Field Office on October 18, 2006, commencing at 8 a.m. and ending at approximately 4 p.m. The meeting will serve as an orientation for the newly appointed representatives to the seven-member committee, and will include a field trip to the Gila Box. The entire meeting is open to the public, but those wishing to accompany the Committee on the field trip must provide their own transportation. The public can speak before the Committee at 9 a.m.
