The Bureau of Indian Affairs (BIA) owns, or has an interest in, irrigation projects located on or associated with various Indian reservations throughout the United States. We are required to establish irrigation assessment rates to recover the costs to administer, operate, maintain, and rehabilitate these projects. We are notifying you that we have adjusted the irrigation assessment rates at several of our irrigation projects and facilities to reflect current costs of administration, operation, maintenance, and rehabilitation.

On November 9, 2015, the Bureau of Indian Education (BIE) published a notice of intent requesting comments and nominations for Tribal representatives for the Accountability Negotiated Rulemaking Committee (Committee). The comment period for this notice of intent closed December 24, 2015. The BIE is reopening the comment period for Tribes to nominate individuals for membership on the Committee and is expanding the scope of what the Committee will address. The BIE also solicits comments on the proposal to establish the Committee, including comments on additional interests not identified in this notice of intent and comments on the expansion of the scope of the Committee.

The Bureau of Indian Affairs (BIA), as lead agency in cooperation with the Fort Mojave Indian Tribe (Tribe), the Bureau of Land Management (BLM), and other agencies, intends to prepare an Environmental Impact Statement (EIS) that will evaluate a photovoltaic (PV) solar energy generation project on the Fort Mojave Indian Reservation in Mohave County, Arizona. Associated transmission lines and substations located on Tribal trust lands, Federal lands administered and managed by BLM and Bureau of Reclamation (BOR), State- administered lands, and county and private lands in Clark County, Nevada, will also be evaluated. This notice announces the beginning of the scoping process to solicit public comment and identify potential issues related to the EIS. It also announces that two public scoping meetings will be held to identify potential issues, alternatives, and mitigation to be considered in the EIS.

This Supplemental Notice advises the public that the Bureau of Indian Affairs (BIA) as Lead Agency will be revising the Draft Environmental Impact Statement for the Osage County Oil and Gas program. The BIA will work with cooperating agencies and others to gather additional information and work to prepare an Environmental Impact Statement (EIS). This Supplemental Notice announces an additional public scoping meeting to identify potential issues and content for inclusion in the EIS. The BIA solicits written comments and oral comments at the public meeting on the range of reasonable alternatives for implementing the proposed action and issues to be addressed in the revised Draft EIS, such as information regarding the level of oil and gas development in Osage County or possible mitigation measures for environmental and socioeconomic impacts of that development.

This notice is intended to inform federally-recognized Indian Tribes of the application process and due date for the Indian Highway Safety Program for Fiscal Year 2017. In accordance with Federal law and as authorized by the Secretary of Transportation, the Bureau of Indian Affairs, through its Indian Highway Safety Program (IHSP), will make funds available to federally recognized Indian Tribes on an annual basis for implementing traffic safety programs and projects that are designed to reduce the number of traffic crashes, death, injuries and property damage within Indian country. All project applications received on or before the deadline will be reviewed and selected on a competitive basis.
