The TVA Regional Resource Stewardship Council (RRSC) will hold a meeting on Wednesday, January 19 and Thursday, January 20, 2011, to consider various matters. The RRSC was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act (FACA), 5 U.S.C. App. 2. The management of the Tennessee Valley reservoirs and the lands adjacent to them has long been an integral component of TVA's mission. As part of implementing the TVA Environmental Policy, TVA is developing a Natural Resource Plan (NRP) that will help prioritize techniques for the management of TVA's biological and cultural resource management activities, recreation management activities, water resource protection and improvement activities, and lands planning. In accordance with the National Environmental Policy Act, TVA is also developing an accompanying Environmental Impact Statement (EIS) in which TVA will evaluate the preferred strategy for the NRP, as well as other viable alternative strategies. TVA would like to utilize the RRSC as a key stakeholder group throughout the development of the NRP to advise TVA on the issues, tradeoffs, and focus of environmental stewardship activities. At the January 2011 meeting, TVA will be seeking advice from the RRSC on issues regarding the key programs in each resource area, the management options and scenario planning described in the NRP, and the valuation of natural resource programs. The meeting agenda includes the following: 1. Introductions 2. Natural Resource Plan Overview; Options for the management of biological, cultural, water, and recreational resources, and lands planning; Valuation of natural resource programs 3. RRSC Discussion Topic: The scope of the programs included in the resource area components of the NRP (e.g., Biological and Cultural Resource Management, Reservoir Lands Planning, Water Resources, and Recreation) and the valuation and weighting of benefits stemming from such programs 4. Public Comments 5. RRSC Discussion and Advice The TVA RRSC will hear opinions and views of citizens by providing a public comment session. The public comment session will be held at 10:00 a.m., EST, on Thursday, January 20. Persons wishing to speak are requested to register at the door by 9:00 a.m. on Thursday, January 20 and will be called on during the public comment period. Handout materials should be limited to one printed page. This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR 1500 to 1508) and TVA's procedures for implementing the National Environmental Policy Act (NEPA). TVA has prepared the Douglas and Nolichucky Tributary Reservoirs Land Management Plan for the 3,191 acres of TVA-managed public land on these reservoirs in northeastern Tennessee. On November 4, 2010, the TVA Board of Directors (TVA Board) approved the plan, implementing the Preferred Alternative (Alternative C, Modified Land Use Alternative) identified in the final environmental impact statement (FEIS). Under the plan adopted by the TVA Board, TVA-managed public land on Douglas and Nolichucky tributary reservoirs has been allocated into broad use categories or ``zones,'' including Project Operations (Zone 2), Sensitive Resource Management (Zone 3), Natural Resource Conservation (Zone 4), Industrial (Zone 5), Developed Recreation (Zone 6), and Shoreline Access (Zone 7). Allocations were made in a manner consistent with TVA's 2006 Land Policy.

TVA published a record of decision (ROD) for the Final Supplemental Environmental Impact Statement for a Single Nuclear Unit at the Bellefonte Plant Site (final SEIS) on September 9, 2010. The location of the proposed nuclear plant site was stated incorrectly in the heading of the ROD. TVA prepared the final SEIS to update the extensive environmental information and analyses that exist respecting the Bellefonte site and the construction and operation of a nuclear power plant on that site. The ROD documents the August 20, 2010, TVA Board of Directors' (TVA Board) approval to spend $248 million for engineering, design, and licensing activities needed to maintain Unit 1 as a viable alternative to meet the projected need for base load generation on the TVA system in 2018-2020. Bellefonte Unit 1 is a partially completed 1,260-megawatt Babcock and Wilcox-designed pressurized light water reactor. It is anticipated that the TVA Board will be asked to approve completion and operation of Unit 1 next year, depending on the results of a new TVA Integrated Resource Plan, which is scheduled for completion in spring 2011.

This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR parts 1500 to 1508) and TVA's procedures for implementing the National Environmental Policy Act (NEPA). A notice of availability (NOA) of the Final Supplemental Environmental Impact Statement for a Single Nuclear Unit at the Bellefonte Plant Site (final SEIS) was published in the Federal Register on May 21, 2010. TVA prepared the final SEIS to update the extensive environmental information and analyses that exist respecting the Bellefonte site and the construction and operation of a nuclear power plant on that site. On August 20, 2010, the TVA Board of Directors (TVA Board) approved the expenditure of $248 million for additional engineering, design, and licensing activities, as well as the procurement of long lead-time components for the partially complete Bellefonte Unit 1. This decision will help maintain Unit 1 as a viable alternative to meet the projected need for base load generation on the TVA system in 2018-2020. Bellefonte Unit 1 is a 1,260-megawatt (MW) Babcock and Wilcox (B&W) -designed pressurized light water reactor. On June 10, 2010, the TVA Board of Directors (TVA Board) approved the NTRLMP, implementing the preferred alternative (Alternative C, Modified Proposed Land Use Alternative) identified in the final environmental impact statement (FEIS). Under the plan adopted by the TVA Board, TVA-managed public land on the seven tributary reservoirs has been allocated into broad use categories or ``zones'', including Project Operations (Zone 2), Sensitive Resource Management (Zone 3), Natural Resource Conservation (Zone 4), Industrial (Zone 5), Developed Recreation (Zone 6), and Shoreline Access (Zone 7). Zone 1 is applied to reservoir lands that TVA does not own in fee, typically flowage easements, which are not included in the land planning process. Allocations to zones 2 through 7 were made in a manner consistent with TVA's 2006 Land Policy.

At its meeting on November 19, 2009, in Bowling Green, Kentucky, the TVA Board made its determinations on the PURPA Standards set forth in the Public Utility Regulatory Policies Act of 1978 (Pub. L. 95-617) (PURPA), as amended by the Energy Independence and Security Act of 2007 (Pub. L. 110-140) (EISA). The standards considered are listed in subsections 111(d)(16) through (19) of PURPA, as amended by EISA. The TVA Board considered the standards in accordance with PURPA and the objectives and requirements of the Tennessee Valley Authority Act of 1933, as amended, 16 U.S.C. 831-831ee (2006 & Supp. I 2007) (TVA Act).
