The United States Postal Service[supreg] is proposing to modify fifteen of its General and Customer Privacy Act Systems of Records. These modifications largely reflect the title and address changes and notification procedures resulting from an organizational re-design of the Postal Service. Also included are minor revisions to the category of records covered by the system and in the system.

The United States Postal Service[supreg] (Postal Service[supreg]) plans to participate as the recipient agency in a computer matching program with the Defense Manpower Data Center (DMDC), Department of Defense (DoD), as the source agency. The purpose of this agreement is to verify continuing eligibility for the TRICARE Reserve Select Program (TRS) or TRICARE Retired Reserve (TRR) by identifying TRS and TRR recipients who are eligible for or receiving health coverage under Federal Employee Health Benefits (FEHB), and to terminate TRS or TRR benefits if appropriate.

This document corrects an earlier revision to the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) which discontinued price eligibility based on the use of POSTNETTM barcodes on all types of mail. The correction adds DMM revisions that were inadvertently omitted in the original final rule.
