Monthly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.
Tennessee Valley Authority; Clinch River Nuclear Site
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to an August 17, 2023, request from Tennessee Valley Authority from certain requirements of NRC regulations pertaining to the submission of a construction permit application.
Information Collection: Codes and Standards

List of Approved Spent Fuel Storage Casks: TN Americas LLC Standardized NUHOMS® Horizontal Modular Storage System for Irradiated Nuclear Fuel, Certificate of Compliance No. 1004, Renewed Amendment No. 18
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of December 18, 2023, for the direct final rule that was published in the Federal Register on October 3, 2023. This direct final rule amended the TN Americas LLC, Standardized NUHOMS[supreg] Horizontal Modular Storage System for Irradiated Nuclear Fuel listing within the ``List of approved spent fuel storage casks'' to include Renewed Amendment No. 18 to Certificate of Compliance No. 1004.
Pacific Gas and Electric Company; Diablo Canyon Nuclear Power Plant, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has received an application for the renewal of Facility Operating License Nos. DPR-80 and DPR-82, which authorize Pacific Gas and Electric Company (PG&E, the applicant) to operate Diablo Canyon Nuclear Power Plant (DCPP), Units 1 and 2. The renewed licenses would authorize the applicant to operate DCPP for an additional 20 years beyond the period specified in each of the current licenses. The current operating licenses for DCPP expire as follows: Unit 1 on November 2, 2024, and Unit 2 on August 26, 2025.
Draft Regulatory Guide: Dedication of Commercial-Grade Items for Use in Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Regulatory Guide (DG), DG-1415, ``Dedication of Commercial-Grade Items for Use in Nuclear Power Plants.'' This DG is the proposed Revision 1 of Regulatory Guide (RG) 1.164 of the same title. This DG describes methods that the NRC staff considers acceptable in meeting regulatory requirements for dedication of commercial-grade items and services used in nuclear power plants.
Draft Regulatory Guide: Evaluating Deviations and Reporting Defects and Noncompliance
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Regulatory Guide (DG), DG-1416, ``Evaluating Deviations and Reporting Defects and Noncompliance.'' This DG is the proposed Revision 1 of Regulatory Guide (RG) 1.234 of the same title. It describes methods that the NRC staff considers acceptable for complying with the provisions of NRC regulations.
Pacific Gas and Electric Company; Diablo Canyon Nuclear Power Plant, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Pacific Gas and Electric Company (the licensee) to withdraw its application dated February 16, 2022, as supplemented by letters dated June 20, 2022, September 8, 2022, and April 4, 2023, for proposed amendments to Facility Operating License Nos. DPR-80 and DPR-82, issued to the licensee for operation of the Diablo Canyon Nuclear Power Plant, Units 1 and 2, located in San Luis Obispo County, California. The proposed amendments would have permitted alternative security measures for the implementation of an early warning system.
Western Nuclear, Inc.; Split Rock Site
The U.S. Nuclear Regulatory Commission (NRC) is noticing the establishment of the U.S. Department of Energy (DOE) as the long-term custodian of the Split Rock site and the transfer of the Split Rock site to DOE, under the general license provisions of NRC's regulations. The NRC also notices the termination of Western Nuclear, Inc.'s (WNI) Wyoming Source Material License No. WYSUA-0056 for the Split Rock uranium mill tailings site in Jeffrey City, Wyoming.
Vistra Operations Company LLC; Comanche Peak Nuclear Power Plant, Units 1 and 2; Correction
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on November 3, 2023, requesting public comment on draft Supplement 60, License Renewal, to the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, NUREG-1437, regarding the renewal of Facility Operating License Nos. NPF-87 and NPF-89 for an additional 20 years of operation for Comanche Peak Nuclear Power Plant, Units 1 and 2. This action is necessary to align with the comment period specified by the U.S. Environmental Protection Agency, specifically for the Comanche Peak License Renewal draft environmental impact statement.
Union Electric Company, dba Ameren Missouri; Callaway Plant, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License No. NPF- 30, issued to Union Electric Company, doing business as (dba) Ameren Missouri, for operation of the Callaway Plant, Unit No. 1. The proposed amendment would revise the technical specifications (TSs), TS Bases, and Final Safety Analysis Report (FSAR), to allow use of one train of the normal, non-safety-related service water system to solely provide cooling water support for one of two redundant trains of TS-required equipment when both equipment trains are required to be Operable during cold shutdown/refueling conditions. Corresponding changes to the TS Bases will be made once the amendment to the TSs and FSAR is approved.

Regulatory Guide: Fire Protection for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 5 to Regulatory Guide (RG) 1.189, ``Fire Protection for Nuclear Power Plants.'' It is being issued to correct typographic errors that appeared in RG 1.189, Revision 4 of the same name. In addition, Revision 5 contains edits to conform with the current template for RGs and fixes to a few reference numbering errors. The changes in Revision 5 are intended to improve clarity and do not substantially alter the staff's regulatory guidance.
Accelerated Decommissioning Partners Crystal River Unit 3, LLC; Crystal River Unit 3 Nuclear Generating Plant; License Termination Plan
On December 12, 2022, as supplemented on June 9, 2023, the U.S. Nuclear Regulatory Commission (NRC) received from Accelerated Decommissioning Partners Crystal River Unit 3, LLC (ADP CR3, licensee) a license amendment request to add a license condition to include the requirements of a License Termination Plan (LTP) for the Crystal River Unit 3 Nuclear Generating Plant (CR3). The LTP provides details about the known radiological information for the site, the planned demolition and decommissioning tasks to be completed, and the final radiological surveys and data that must be obtained for termination of the NRC's license for CR3. The NRC is requesting public comments on CR3's LTP and will hold a public meeting to discuss the LTP.
Vallecitos Nuclear Center; Consideration of Approval of Transfer of Licenses and Conforming Amendments
The U.S. Nuclear Regulatory Commission (NRC, the Commission) received and is considering approval of an application filed by GE- Hitachi Nuclear Energy Americas, LLC (GEHA) and NorthStar Vallecitos, LLC (NorthStar Vallecitos) on September 1, 2023, as supplemented by letters dated September 5, 2023, October 19, 2023, and November 1, 2023. The application seeks NRC approval of the direct transfer of NRC license numbers DPR-1, TR-1, R-33, DR-10, and SNM-960 for the Vallecitos Nuclear Center from the current holder, GEHA, to NorthStar Vallecitos. The NRC is also considering amending the licenses for administrative purposes to reflect the proposed transfer. The application contains sensitive unclassified non-safeguards information (SUNSI).
Nuclear Fuel Services, Inc.; U-Metal Project
The U.S. Nuclear Regulatory Commission (NRC) is issuing a finding of no significant impact (FONSI) and accompanying environmental assessment (EA) regarding the NRC's consideration of a license amendment request to amend a Special Nuclear Material (SNM) license, SNM-124, held by Nuclear Fuel Service, Inc. (NFS) at the NFS site located in Erwin, Tennessee. If approved, the amendment would authorize NFS to operate uranium purification and conversion services (U-Metal Project) at the NFS site, pursuant to a contract with the U.S. Department of Energy's National Nuclear Security Administration. Based on the EA, the NRC staff has concluded that there will be no significant impacts to environmental resources from the requested license amendment, and therefore, a FONSI is appropriate.
Increased Enrichment of Conventional and Accident Tolerant Fuel Designs for Light-Water Reactors; Extension of Comment Period
On September 8, 2023, the U.S. Nuclear Regulatory Commission (NRC) requested comments on the regulatory basis to support a rulemaking to amend the NRC's regulations related to the use of conventional and accident tolerant light-water reactor fuel designs. The public comment period was originally scheduled to close on November 22, 2023. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.
Vistra Operations Company LLC; Comanche Peak Nuclear Power Plant, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft Supplement 60, License Renewal, to the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, NUREG-1437, regarding the renewal of Facility Operating License Nos. NPF-87 and NPF-89 for an additional 20 years of operation for Comanche Peak Nuclear Power Plant, Units 1 and 2 (CPNPP). The CPNPP facility is in Somervell County, Texas. Possible alternatives to the proposed action (license renewal) include no action and reasonable replacement power alternatives.
Notice of Intent To Conduct Scoping Process and Prepare Environmental Impact Statement; Dominion Energy South Carolina, Inc.; Virgil C. Summer Nuclear Station, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) will conduct a scoping process to gather information necessary to prepare an environmental impact statement (EIS) to evaluate the environmental impacts for the subsequent license renewal (SLR) of Renewed Facility Operating License No. NPF-12 for Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer). The NRC is seeking public comment on this action and has scheduled two public scoping meetings on this action.
In the Matter of STP Nuclear Operating Company and NRG South Texas LP; South Texas Project, Units 1 and 2 and the Associated Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) is issuing an order approving the application filed by STP Nuclear Operating Company, acting on behalf of Constellation Energy Generation, LLC (CEG) and NRG South Texas LP (NRG South Texas) and its parent companies, on June 12, 2023, as supplemented by letters dated August 31, 2023, and October 5, 2023. Specifically, the order approves the indirect transfer of possession-only non-operating interests in Renewed Facility Operating License Nos. NPF-76 and NPF-80 for South Texas Project (STP), Units 1 and 2, respectively, and its generally licensed independent spent fuel storage installation from NRG South Texas to CEG and the issuance of conforming amendments to the operating licenses.
Global Nuclear Fuel-Americas; Wilmington Nuclear Fuel Fabrication Facility
The U.S. Nuclear Regulatory Commission (NRC) is reviewing the amendment submitted by the Global Nuclear FuelAmericas (GNF-A) of Special Nuclear Materials (SNM) License SNM-1097 for the Wilmington nuclear fuel fabrication facility located near Wilmington, North Carolina. The NRC has prepared an environmental assessment (EA) for this proposed license amendment in accordance with its regulations. Based on the EA, the NRC has concluded that a finding of no significant impact (FONSI) is appropriate. The NRC is also conducting a safety evaluation of the proposed license amendment.
Performance Review Boards for Senior Executive Service
The Nuclear Regulatory Commission (NRC) has announced appointments to the NRC Performance Review Board (PRB) responsible for making recommendations on performance appraisal ratings and performance awards for NRC Senior Executives and Senior Level System employees and appointments to the NRC PRB Panel responsible for making recommendations to the appointing and awarding authorities for NRC PRB members.
