Regulatory Guides: “Conduct of Nuclear Material Physical Inventories,” and “Statistical Evaluation of Material Unaccounted For”
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing the following regulatory guides (RGs): RG 5.13, ``Conduct of Nuclear Material Physical Inventories,'' Revision 0, published in June 1973, and RG 5.33, ``Statistical Evaluation of Material Unaccounted For,'' Revision 0, published in June 1974. These RGs are being withdrawn because the guidance has been incorporated into RG 5.88, ``Physical Inventories and Material Balances at Fuel Cycle Facilities.''
Dominion Nuclear Connecticut, Inc.; Millstone Power Station, Unit No. 2
The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) regarding the request for regulatory exemption from specific requirements that would allow the use of operator manual actions related to loss of instrument air regarding Renewed Facility Operating License No. DPR-65 held by Dominion Nuclear Connecticut, Inc. (Dominion, the licensee) for the operation of Millstone Power Station, Unit No. 2 (Millstone 2).
List of Approved Spent Fuel Storage Casks: TN Americas LLC, Standardized NUHOMS® Horizontal Modular Storage System, Certificate of Compliance No. 1004, Renewal of Initial Certificate and Amendment Nos. 1 Through 11, 13, Revision 1, and 14
The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the Standardized NUHOMS[supreg] Horizontal Modular Storage System (NUHOMS[supreg] System) listing within the ``List of approved spent fuel storage casks'' to renew, for an additional 40-year period, Revision 1 of the initial certificate and Amendment Nos. 1 through 11, and 13, and Amendment No. 14 of Certificate of Compliance (CoC) No. 1004. These changes require, among other things, that all future amendments and revisions to this CoC include evaluations of the impacts to aging management activities (i.e., time-limited aging analyses and aging management programs (AMPs)) to ensure that they remain adequate for any changes to spent fuel storage cask systems, structures, and components (SSCs) within the scope of the renewal. Each general licensee using a NUHOMS[supreg] System at a reactor site must have a program to establish, implement, and maintain written procedures for each AMP described in the AREVA Inc. (AREVA) Updated Final Safety Analysis Report (UFSAR). In addition, the renewals reflect the change in the name of the CoC holder from AREVA to TN Americas LLC, and make several other changes as described in Section IV, ``Discussion of Changes,'' in the SUPPLEMENTARY INFORMATION section of this document.

Requirements Regarding Mandatory Review for Declassification
The U.S. Nuclear Regulatory Commission (NRC) is updating its requirements regarding Mandatory Review for Declassification pursuant to Section 3.5 of Executive Order (E.O.) 13526, ``Classified National Security Information.'' The NRC's requirements regarding Mandatory Review for Declassification were previously published in the Federal Register on November 5, 1996. This notice informs the public of these updates. This notice also presents instructions for submitting suggestions or questions regarding the NRC's information security program.
Regulatory Guide: “Physical Inventories and Material Balances at Fuel Cycle Facilities”
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 0 of Regulatory Guide (RG) 5.88, ``Physical Inventories and Material Balances at Fuel Cycle Facilities.'' This regulatory guide (RG) describes approaches and methods that the staff considers acceptable for licensees and applicants to use when developing material control and accounting (MC&A) system capabilities. This RG pertains to the performance, evaluation, and reporting of physical inventories and material balances at fuel cycle facilities.
Emergency Planning for Research and Test Reactors and Other Non-Power Production and Utilization Facilities
The U.S. Nuclear Regulatory Commission (NRC) is issuing revision 2 of Regulatory Guide (RG) 2.6, ``Emergency Planning for Research and Test Reactors and Other Non-Power Production and Utilization Facilities.'' This RG provides licensees and applicants with a method the NRC staff considers acceptable for use in complying with the regulations on the content of emergency plans for research and test reactors and other non-power production and utilization facilities.

The draft Strategic Plan provides the agency's strategic goals and objectives and proposed strategies for achieving them. The NRC encourages and welcomes public comments that can help it respond to challenges and shape its strategic direction over the next four years, particularly comments on the plan's goals, objectives, and strategies.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
The U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Atomic Energy Act of 1954 (the Act) requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from August 29 to September 11, 2017. The last biweekly notice was published on September 12, 2017.
Service Contract Inventory
The U.S. Nuclear Regulatory Commission (NRC) is publishing this notice to advise the public of the availability of its Fiscal Year (FY) 2016 Service Contract Inventory and FY 2015 Service Contract Inventory Analysis. The NRC's FY 2016 Service Contract Inventory is included as part of a Government-wide service contract inventory. The inventory includes covered service contracts that were awarded in FY 2016. The FY 2015 Inventory Analysis provides information on specific contract actions that were analyzed as part of the NRC's FY 2015 Service Contract Inventory.

Regulatory Issue Summary Regarding Certificate of Compliance Corrections and Revisions
The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2017-05, ``Administration of 10 CFR part 72 Certificate of Compliance Corrections and Revisions.'' This RIS informs all holders of certificates of compliance and all general licensees subject to the licensing requirements for the independent storage of spent nuclear fuel, high-level radioactive waste, and reactor-related greater than Class C waste, of the processes to revise an initial certificate of compliance and subsequent amendments to make administrative corrections and technical changes using the existing regulatory framework.

NRC updated two forms integral to the agency's Freedom of Information Act (FOIA) process, NRC Form 509, ``Statement of Estimated Fees for Freedom of Information Act (FOIA) Request'' and NRC Form 507, ``Freedom of InformationPrivacy Act Record Request Form.''
Virginia Electric and Power Company; North Anna Power Station Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Virginia Electric and Power Company (Dominion) for an amendment to License No. SNM-2507 in the form of changes to the Technical Specifications (TS). Under this license, Dominion is authorized to receive, possess, store, and transfer spent nuclear fuel and associated radioactive materials at the North Anna Power Station (NAPS) Independent Spent Fuel Storage Installation (ISFSI). Dominion requested approval of the TS changes to allow storage of spent fuel in a modified TN-32B bolted lid cask as part of the High Burn-up Dry Storage Cask Research and Development Project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. Data gathered from the cask will be used to confirm the effects of long-term dry storage on high burn-up assemblies.
Initiatives To Address Gas Accumulation Following Generic Letter 2008-01
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing draft Regulatory Issue Summary (RIS) 2017-XX, ``Status of Regulatory Actions Taken to Address Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems.'' The NRC has decided to withdraw this RIS after reviewing the comments received during the public comment period.
List of Approved Spent Fuel Storage Casks: EnergySolutionsTM
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of September 20, 2017, for the direct final rule that was published in the Federal Register on July 7, 2017. This direct final rule amended the NRC's spent fuel storage regulations by revising the EnergySolutions\TM\ Corporation's VSC-24 Ventilated Storage Cask System listing within the ``List of Approved Spent Fuel Storage Casks'' to renew, for an additional 40 years, the initial certificate and Amendment Nos. 1-6 of Certificate of Compliance (CoC) No. 1007.
River Bend Station, Unit 1
The U.S. Nuclear Regulatory Commission will conduct a scoping process to gather the information necessary to prepare an environmental impact statement (EIS) to evaluate the environmental impacts for renewal of the operating license for River Bend Station, Unit 1 (River Bend). The NRC is seeking stakeholder input on this action and has scheduled a public meeting.

Department of the Air Force; Robins Air Force Base, Georgia
The U.S. Nuclear Regulatory Commission (NRC) is considering an amendment to Materials License 42-23539-01AF, issued to the Department of the Air Force (licensee), Docket No. 030-28641, to approve a decommissioning plan (DP) for Building 181 at Robins Air Force Base (AFB), Georgia. If the DP is approved by the NRC, the licensee would be authorized to remediate residual depleted uranium (DU) from the building, prior to partial demolition of the building. As part of its review, the NRC conducted an assessment of the environmental impacts of the proposed decommissioning action. The NRC concluded that the proposed decommissioning project will have minimal impacts on the environment. This Notice provides details of the NRC's environmental assessment. Based in part on this assessment, the NRC plans to approve the proposed DP by amending the license.

Entergy Operations, Inc.; River Bend Station, Unit 1; Correction
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on August 14, 2017, regarding the NRC's consideration of an application for the renewal of operating license NPF-47, which authorizes Entergy Operations, Inc., (the applicant), to operate River Bend Station, Unit 1 (RBS). The renewed license would authorize the applicant to operate RBS for an additional 20 years beyond the period specified in the current license. The current operating license for RBS expires at midnight on August 29, 2025. This action is necessary to correct the location where local residents can view a paper copy of the license renewal application.
Clarification of Compensatory Measure Requirements for Physical Protection Program Deficiencies
The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2017-04, ``Clarification on the Implementation of Compensatory Measures for Protective Strategy Deficiencies or Degraded or Inoperable Security Systems, Equipment, or Components.'' This RIS reminds addressees that they are required to implement compensatory measures supported by an assessment to ensure their physical protection program maintains, at all times, the capability to detect, assess, interdict, and neutralize threats as identified in NRC regulations. Compensatory measures must be implemented for degraded or inoperable security systems, equipment, or components, and for protective strategy deficiencies identified during performance evaluation exercises and drills.

This direct final rule amended NRC's spent fuel storage regulations by revising the ``List of Approved Spent Fuel Storage Casks'' to include Amendment No. 3 to Certificate of Compliance (CoC) No. 1032 for the Holtec International (Holtec) HI-STORM Flood/Wind (FW) Multipurpose Canister (MPC) Storage System.
Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of one amendment request. The amendment request is for Browns Ferry Nuclear Plant, Units 1, 2, and 3. The NRC proposes to determine that the license amendment request involves no significant hazards consideration. Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.
