International Space Station Advisory Committee; Charter Renewal
Pursuant to sections 14(b)(1) and 9(c) of the Federal Advisory Committee Act, and after consultation with the Committee Management Secretariat, U.S. General Services Administration, the NASA Acting Administrator has determined that renewal of the International Space Station Advisory Committee is in the public interest in connection with the performance of duties imposed on NASA by law. The renewed charter is for a one-year period ending on September 30, 2018.

The fields of use may be limited to pool products and supplies. NASA has not yet made a determination to grant the requested license and may deny the requested license even if no objections are submitted within the comment period.
Notice of Intent To Hold International Space Station Stakeholder Workshop
The International Space Station (ISS) Stakeholder Workshop is intended to engage ISS stakeholders in gathering information that may be used in the development of NASA's future ISS planning activities. Specifically, the workshop targets the commercial space sector, researchers, technology developers, transportation and habitation providers, other government agencies, and other interested parties, providing a forum for dialogue with NASA on topics relevant to ISS future planning. Topics for discussion include the low Earth orbit (LEO) commercial, research, and development market; access to space; the value of permanent human habitation in LEO; and structure and planning for public/private partnerships in LEO.

The National Aeronautics and Space Administration is correcting an interim final rule that appeared in the Federal Register and became effective on June 26, 2017. The document issued an adjustment to the civil monetary penalties within the Agency's jurisdiction for inflation, as required by the Federal Civil Penalties Inflation Adjustment Act of 1990 (the Inflation Adjustment Act or the Act), as amended by the Debt Collection Improvement Act of 1996 and further amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (2015 Act). The document inadvertently failed to provide a date and address by which to submit comments.

Processing of Monetary Claims
This direct final rule makes changes to comply with statutory modifications increasing NASA's approval authority for certain actions from $20,000 to $100,000 and makes nonsubstantive changes to clarify the existing notification and review procedures. Pursuant to statutory amendments, NASA's authority to approve certain claims has increased from $20,000 to $100,000. NASA is amending its implementing regulation accordingly. Prior to this statutory change, amounts over $20,000 had to be forwarded to officials within the Department of Justice for approval. The additional changes to procedures were made to comply with ``plain wording'' criteria and to incorporate debt collection procedural changes implemented under the Debt Collection Improvement Act of 1996. No substantive changes were made to existing NASA provisions for notice and review of claims or indebtedness. The revision to this rule is part of NASA's retrospective plan under Executive Order (E.O.) 13563 completed in August 2011.
