Removal of Outdated and Duplicative Guidance (2016-N010)
National Aeronautics and Space Administration (NASA) is proposing to amend the NASA FAR Supplement (NFS) to remove duplicative language of the FAR and superseded NFS guidance. The revision is part of NASA's retrospective plan under Executive Order (EO) 13563 completed in August 2011.
Applied Sciences Advisory Committee; Meeting.
In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration (NASA) announces a meeting of the Applied Sciences Advisory Committee (ASAC). This Committee functions in an advisory capacity to the Director, Earth Science Division, in the NASA Science Mission Directorate. The meeting will be held for the purpose of soliciting, from the applied sciences community and other persons, scientific and technical information relevant to program planning.

NASA hereby gives notice of its intent to grant an exclusive license in the United States to practice the inventions described and claimed in USPN 8,577,120, Methods and Systems for Characterization of an Anomaly Using Infrared Flash Thermography, NASA Case No. MSC-24444-1; USPN 9,066,028 Methods and Systems for Measurement and Estimation of Normalized Contrast in Infrared Thermography, NASA Case No. MSC-24506-1 and USSN 14/727,383 Methods and Systems for Measurement and Estimation of Normalized Contrast in Infrared Thermography, MSC-24506-2 to Quatro Composites, LLC, having its principal place of business in Orange City, IA. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

Removal of Grant Handbook References (2016-N001)
National Aeronautics and Space Administration (NASA) is proposing to amend the NASA FAR Supplement (NFS) to remove references to NASA's Grant and Cooperative Agreement Handbook, NASA Procedural Requirements (NPR) 5800.1, NASA Grant and Cooperative Agreement Handbook and Office of Management and Budget (OMB) Circulars A-21 for educational institutions and A-122 for nonprofit organizations.
Notice of Information Collection
The National Aeronautics and Space Administration developed the Technology Portfolio System (TechPort). TechPort is an integrated, Agency wide software system designed to capture, track, and manage NASA's portfolio of technology investments. TechPort provides detailed information on individual technology programs and projects throughout NASA. This system enables the public to explore NASA's technology portfolio and learn about technology Programs, and Projects, as NASA works to mature the technologies for aeronautics, space exploration, and scientific discovery missions. In March, 2015 NASA released a beta version of the system to allow the public the opportunity to give the system a trial run and provide feedback. This RFI solicits inputs on the beta version of TechPort.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement section 852 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2013 to include in the Federal Awardee Performance and Integrity Information System (FAPIIS), to the extent practicable, identification of any immediate owner or subsidiary, and all predecessors of an offeror that held a Federal contract or grant within the last three years. The objective is to provide a more comprehensive understanding of the performance and integrity of the corporation before awarding a Federal contract.

The fields of use may be limited to, but not necessarily limited to, aerospace. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. National Environmental Policy Act; Center Master Plan Update; Kennedy Space Center
Pursuant to the National Environmental Policy Act, as amended, (NEPA) (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA (40 CFR parts 1500-1508), and NASA's NEPA policy and procedures (14 CFR part 1216, subpart 1216.3), NASA has prepared and issued a DPEIS for its continued operation of the Kennedy Space Center, located near Titusville, Florida. The U.S. Fish and Wildlife Service (USFWS), National Park Service (NPS), Federal Aviation Administration (FAA), and Space Florida have served as Cooperating Agencies in preparing the DPEIS. The purpose of this notice is to apprise interested agencies, organizations, tribal governments, and individuals of the availability of the DPEIS and to invite comments on the document. In cooperation with USFWS and NPS, NASA will hold public meetings as part of the DPEIS review process. The meeting locations and dates are provided under SUPPLEMENTARY INFORMATION below.
