This direct final rule makes nonsubstantive changes to correct citations and titles throughout. The revisions to this rule are part of NASA's retrospective plan under EO 13563 completed in August 2011. The fields of use may be limited to, but not necessarily limited to, tire measurement and/or monitoring applications including the detection of pressure, temperature, wear and damage. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

NASA is revising the NASA Grant & Cooperative Agreement Handbook to clarify that NASA does not pay profit or fee on Federal Financial Assistance awards, i.e. grants and cooperative agreements, to non-profit organizations. This proposed rule would make changes to NASA regulations to reflect that revision.

The National Aeronautics and Space Administration, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning the examination of records by comptroller general and contract audit. A notice was published in the Federal Register at 78 FR 42074, on July 16, 2013. No comments were received.

The National Aeronautics and Space Administration (NASA), with the concurrence of the Office of Government Ethics (OGE), is amending the Supplemental Standards of Ethical Conduct for Employees of the National Aeronautics and Space Administration. The interim rule will permit student interns to seek prior approval to engage in outside employment with a NASA contractor, subcontractor, grantee, or party to a NASA agreement in connection with work performed by that entity or under that agreement. These amendments will clarify the types of outside employment activities that require approval; streamline the process for approval; eliminate obsolete position titles; and extend the permissible time period of approval.

The performance review function for the SES in NASA is being performed by the NASA PRB and the NASA Senior Executive Committee.
