It consists of a summary of the rule appearing in Federal Acquisition Circular (FAC) 2005-66, which amends the Federal Acquisition Regulation (FAR). Federal Acquisition Regulation; Extension of Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items
DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement section 822 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2013. Section 822 extends the authority of the Commercial Item Test Program at FAR subpart 13.5 to January 1, 2015.

Public Availability of the National Aeronautics and Space Administration FY 2012 Service Contract Inventory (SCI)
In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the National Aeronautics and Space Administration (NASA) is publishing this notice to advise the public of the availability of its analysis of FY 2011 Service Contract Inventory and its FY 2012 Service Contract Inventory. This inventory provides information on service contract actions over $25,000 that were accomplished in FY 2012. The inventory has been developed in accordance with guidance issued on December 19, 2011, by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). NASA has posted documents associated with the Service Contract Inventory, including the documents addressed above, on the NASA Office of Procurement homepage at the following link: https:// www.hq.nasa.gov/office/procurement/scinventory/. Commercial Acquisition; Extension of Suspension and Debarment Exclusions, Grants and Cooperative Agreements
NASA has adopted as final, with no change, a proposed rule to extend coverage of non-procurement suspension and debarment to all tiers of procurement and non-procurement actions under all grants and cooperative agreements. The revisions herein are part of NASA's retrospective plan under EO 13563 completed in August 2011. Notice of Intent To Grant Exclusive License
This notice is issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant an exclusive license in the United States to practice the invention described and claimed in U.S. Patent Application Serial No. US 13/ 534,804, Alpha-Stream Convertor, LEW 18802-1; and U.S. Provisional Patent Application Serial No. US 61/677,116, Magnetostrictive AlternatorLow Cost, No Moving Part, High Efficiency, Oscillating Acoustic Pressure Wave to Electric Power Transducer, LEW 18939-1, to Nirvana Energy Systems, having its principal place of business in Portolo Valley, California. The fields of use may be limited to power systems for residential, commercial and transportation industries. The patent rights in these inventions as applicable have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

Protections Against Trafficking In Persons In Federal Contracts
The Federal Acquisition Regulatory Council (FAR Council) is issuing this notice to announce a public meeting and request for comment on the implementation of Executive Order (E.O.) 13627, Strengthening Protections Against Trafficking In Persons In Federal Contracts, and Title XVII of the National Defense Authorization Act, Public Law 112-239, the End Trafficking In Government Contracting Act (ETGCA). Feedback will be used to help inform the development of regulations and other guidance to implement the E.O. and new statutory provisions and strengthen existing prohibitions on trafficking in persons (``TIP''). Interested parties may offer oral and/or written comments at a public meeting to be held on March 5, 2013. Parties are also encouraged to provide all written comments directly to www.regulations.gov.
