In accordance with the requirements of the Federal Advisory Committee Act, 5 U.S.C.App., the Millennium Challenge Corporation (MCC) Advisory Council was established as a discretionary advisory committee on June 14, 2016 to serve MCC in a solely advisory capacity and provide insight regarding innovations in infrastructure, technology and sustainability; perceived risks and opportunities in MCC partner countries; new financing mechanisms for developing country contexts; and shared value approaches. The Advisory Council provides a platform for systematic engagement with the private sector and other external stakeholders and contributes to MCC's missionto reduce poverty through sustainable, economic growth. Time and Place: Thursday, October 13, 2016 from 8:30 a.m.-1:45 p.m. which includes a working lunch. The meeting will be held at the Millennium Challenge Corporation, 1099 14th St. NW., Suite 700, Washington, DC 20005. Agenda: During the inaugural meeting of the MCC Advisory Council, members will be provided with an overview of MCC's work, discuss trends in international development and how MCC can continue to innovate and MCC will seek advice from the Council members on MCC's Compact program in Benin. Public Participation: The meeting will be open to the public. Members of the public may file written statement(s) before or after the meeting. The purpose of these regulations is to implement statutes which authorize the collection of debts owed to the Federal government, by persons, organizations, or entities including by salary offset, administrative offset, or tax refund offset. Generally, however, a debt may not be collected by such means if it has been outstanding for more than ten years after the agency's right to collect the debt first accrued. These regulations are consistent with the Office of Personnel Management regulations on salary offset, and with regulations on administrative offset. In accordance with Section 610(b)(2) of the Millennium Challenge Act of 2003 (22 U.S.C. 7701-7718) as amended (the Act), and the heading ``Millennium Challenge Corporation'' of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2015, the Millennium Challenge Corporation (MCC) is publishing a summary of the Millennium Challenge Compact between the United States of America, acting through the Millennium Challenge Corporation, and the Republic of Niger. Representatives of the United States Government and Niger executed the Compact documents on July 29, 2016. Establishment of MCC Advisory Council and Call for Nominations

In accordance with the requirements of the Federal Advisory Committee Act, 5 U.S.C.App., MCC intends to establish the MCC Advisory Council (``Advisory Council''), and is hereby soliciting representative nominations. The Council shall serve MCC in a solely advisory capacity and provide insight regarding innovations in infrastructure, technology and sustainability; perceived risks and opportunities in MCC partner countries; new financing mechanisms for developing country contexts; and shared value approaches. The Advisory Council will provide a platform for systematic engagement with the private sector and contribute to MCC's missionto reduce poverty through sustainable, economic growth. MCC will use the advice, information and recommendations provided by the Advisory Council to inform compact development and broaden and deepen public and private sector partnerships for more impact and leverage. The MCC Vice President of Compact Operations affirms that the creation of the Advisory Council is necessary and in the public interest. The Advisory Council is seeking members representing a diverse group of private sector organizations with expertise in infrastructure, business and finance, and technology, particularly in the countries and regions where MCC operates.
