Notice to LSC Grantees of Application Process for Midyear Subgrants of 2018 Basic Field Grant Funds
The Legal Services Corporation (LSC) is the national organization charged with administering Federal funds provided for civil legal services to low-income people. LSC hereby announces the submission dates for applications for subgrants of Basic Field Grant funds starting after June 1, 2018 but before January 1, 2019. LSC is also providing information about where applicants may locate subgrant application forms and directions for providing the information required to apply for a subgrant.

LSC is also providing information about where applicants may locate subgrant application forms and directions for providing the information required to apply for a subgrant.
Requests for Documents and Testimony
This final rule governs subpoenas and requests for LSC documents and testimony by non-federal litigants in cases in which LSC is not a party. This rule provides the public with guidance on where to send requests and establishes procedures by which those requests will be processed.
State Advisory Councils
This final rule removes the Legal Services Corporation (LSC) regulation on state advisory councils. LSC believes this action is appropriate because the state advisory councils are no longer active and their oversight functions have been replaced adequately by other offices and processes established since the regulation was promulgated. Executive Orders 13563, ``Improving Regulation and Regulatory Review,'' and 13771, ``Reducing Regulation and Controlling Regulatory Costs,'' direct agencies to review their existing regulations and repeal or revise any that are obsolete or unnecessarily burdensome. Although LSC is not an agency of the Federal government subject to either Executive order, LSC regularly reviews its regulations and has determined that this regulation can be eliminated.
Sunshine Act Meeting: Board of Directors and Its Six Committees
On April 2, 2018, the Legal Services Corporation (LSC) published a notice in the Federal Register (83 FR 14060) titled ``Board of Directors and its Six Committees will meet on April 8-10, 2018, Eastern Standard Time (EST)''. A correction to change the Audit Committee Open Session Agenda scheduled for Monday, April 9, 2018 by moving item #6 (Pursuant to Section VIII(A)(6) of the Committee Charter, review and discuss with LSC Management assessment regarding financial business processes) to the Close Session Agenda; all other items remain consecutively the same. This document changes the notice by revising the Audit Committee Open Session Agenda by moving item #6 to the Close Session of the Agenda.
Notice of Revisions to Performance Area Four of LSC's Performance Criteria
To provide grantees with the most effective guidance, in 2018 the Legal Services Corporation revised Performance Area Four to refine and expand the areas of inquiry to focus on those criteria for which LSC has found the most deficiencies, particularly Criteria 1 (Board Governance), 4 (Financial Administration), and 7 (General Resource Development). The 2018 revisions codify the work of LSC staff with numerous grantees and provide evidence-based guidance to recipients on how to run a high-performing nonprofit organization.
