Notice of Meeting
Notice is hereby given that the Advisory Council on Historic Preservation (ACHP) will meet on Friday, November 14, 2008. The meeting will be held in the Caucus Room of the Russell Senate Office Building, 1st and Constitution Avenues, NE., Washington, DC at 9 a.m. The ACHP was established by the National Historic Preservation Act of 1966 (16 U.S.C. 470 et seq. ) to advise the President and Congress on national historic preservation policy and to comment upon Federal, federally assisted, and federally licensed undertakings having an effect upon properties listed in or eligible for inclusion in the National Register of Historic Places. The ACHP's members are the Architect of the Capitol; the Secretaries of the Interior, Agriculture, Defense, Housing and Urban Development, Commerce, Education, Veterans Affairs, and Transportation; the Administrator of the General Services Administration; the Chairman of the National Trust for Historic Preservation; the President of the National Conference of State Historic Preservation Officers; a Governor; a Mayor; a Native American; and eight non-Federal members appointed by the President. Notice Seeking Public Input on Advisory Council on Historic Preservation Formal Comments Regarding the Bureau of Land Management's Mohave Valley Shooting Range (AZA-31733) Proposed Resource Management Plan Amendment and Recreation and Public Purpose Act Disposal Near Bullhead City, AZ
The Advisory Council on Historic Preservation is soliciting public comment in preparation for issuing formal comments, under the National Historic Preservation Act, to the Bureau of Land Management regarding its intent to amend a land use management plan to allow for the disposal of the land under the authority of the Recreation and Public Purpose Act for the construction of a shooting range near Bullhead City, Arizona.
Draft Program Comment for Department of Defense Rehabilitation Treatment Measures
The Advisory Council on Historic Preservation is considering issuing a Program Comment for the Department of Defense setting forth how it will comply with Section 106 of the National Historic Preservation Act when rehabilitating exterior building elements that are character-defining features of historic properties. The Advisory Council on Historic Preservation seeks public input on the proposed Program Comment.

Draft Standard Treatments To Address Rehabilitation of Historic Exterior Masonry
The Department of Defense has requested the Advisory Council on Historic Preservation to establish several standard treatments for the rehabilitation of historic exterior masonry. The Advisory Council on Historic Preservation has merged them into one standard treatment document and seeks public input on it.
Request for Comments on Proposed Policy Statement on Archaeology and Heritage Tourism
In 2003 the Chairman of the Advisory Council on Historic Preservation (ACHP) appointed a Task Force on Archaeology to identify archaeological issues that merited the ACHP's attention. One issue identified was the need to better encourage responsible use of archaeological resources for public benefit, including education programs and heritage tourism. The Task Force has developed a draft policy statement, along with guidance, entitled ``Using Archaeological Resources for Public Benefit, including Education and Heritage Tourism,'' and now seeks public comments on it.
