This Small Entity Compliance Guide has been prepared in accordance with section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996. It consists of a summary of the rules appearing in Federal Acquisition Circular (FAC) 2005-80, which amends the Federal Acquisition Regulation (FAR). An asterisk (*) next to a rule indicates that a regulatory flexibility analysis has been prepared. Interested parties may obtain further information regarding these rules by referring to FAC 2005-80, which precedes this document. These changes are intended to implement Executive Order (E.O.) 13627, entitled ``Strengthening Protections Against Trafficking in Persons in Federal Contracts,'' and title XVII of the National Defense Authorization Act for Fiscal Year 2013.

GSA's Analysis of the Alignment of LEED v4 With Federal Green Building Requirements
GSA is seeking public input on its analysis of the latest version of the U.S. Green Building Council's (USGBC) Leadership in Energy and Environmental Design (LEED v4) green building certification system and its alignment with Federal green building requirements. GSA is also seeking public input on several questions related to the Government's use of LEED v4 and future GSA reviews of green building certification systems. GSA used the findings from its supplemental review to consult with other Federal agencies in the EISA 436(h) Interagency Ad-hoc Discussion Group (Interagency Discussion Group) on the Federal Government's use of LEED v4. GSA will be using the deliberations from the Interagency Discussion Group as well as public input from this Federal Register notice and a to-be-scheduled public listening session to augment GSA's October 25, 2013 recommendation to the Secretary of Energy. The information being asked for in this notice is not for the purpose of a proposed GSA rulemaking or a GSA regulation.

The General Services Administration (GSA) is issuing a final rule amending the General Services Administration Acquisition Regulation (GSAR) to move the definitions of words and terms from the regulatory text to the non-regulatory General Services Acquisition Manual (GSAM).
Notice of Public Meeting for the Supplemental Draft Environmental Impact Statement for the U.S. Department of State Foreign Affairs Security Training Center in Nottoway County, Virginia
Pursuant to the Council on Environmental Quality regulations implementing the procedural provisions of the National Environmental Policy Act, the U.S. General Services Administration (GSA) has prepared and filed with the U.S. Environmental Protection Agency (EPA) a Supplement to the 2012 Draft Environmental Impact Statement (EIS) for the U.S. Department of State (DOS), Bureau of Diplomatic Security, Foreign Affairs Security Training Center (FASTC). GSA is the lead agency; cooperating agencies are DOS, U.S. Army Corps of Engineers (ACE), EPA, and National Guard Bureau (NGB). The Supplemental Draft EIS was prepared to evaluate the environmental impacts of site acquisition and development of FASTC at the Virginia Army National Guard Maneuver Training Center (VA ANG MTC) at Fort Pickett and Nottoway County's Local Redevelopment Authority area in Nottoway County, Virginia.
Submission to OMB for Review; Reporting and Use of Information Concerning Integrity and Performance of Recipients of Grants and Cooperative Agreements
Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of the currently approved information collection requirement regarding the Reporting and Use of Information Concerning Integrity and Performance of Recipients of Grants and Cooperative Agreements. A notice was published in the Federal Register at 79 FR 38028, July 3, 2014. No comments were received.
