This notice announces the availability, and opportunity for public review and comment, of a draft environmental assessment (EA), that analyzes the environmental impacts of constructing and operating a proposed new Downtown Federal Building in Kansas City, Missouri. Through the project, GSA proposes to relocate its current operations from the Bannister Federal Complex in Kansas City, Missouri, and co- locate with other federal tenants at a proposed new Downtown Federal Building. The target property(ies) subject to this proposed action are those within an area bounded by 11th Street on the North, 12th Street on the South, Charlotte Street on the East, and Cherry Street on the West (known as city blocks 99 and 100), and could also include some level of development of 701 E. 12th Street, bounded by 12th Street on the North, 13th Street on the South, Holmes Street on the West and Charlotte Street on the East. City blocks 99 and 100 lie within the downtown East Village development and tax increment financing (TIF) district, on the East-side of downtown, in Missouri's 5th Congressional District. In the EA, GSA discusses impacts that could occur as a result of the construction and operation of the proposed project. GSA also evaluates a ``No Action'' and other reasonable alternatives to the proposed project, or portions of the project, and considers how to lessen or avoid impacts on the various resource areas.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement and the reinstatement of GSA Form 1142, Release of Claims, regarding final payment under construction and building services contract. GSA Form 1142 was inadvertently deleted as part of the rewrite of GSAR regulations on Contract Financing. GSA Contracting Officers have used this form to achieve uniformity and consistency in the release of claims process. Office of Asset and Transportation Management; Privately Owned Vehicle Mileage Reimbursement Rates

The General Services Administration's (GSA) annual privately owned vehicle (POV) mileage reimbursement rate review has resulted in no rate changes when employees use their privately owned automobile (POA), their POA when Government owned automobiles (GOA) are authorized, their privately owned airplane, and/or their privately owned motorcycle for official purposes. FTR Bulletin 12-02 indicates that there will be no POV rate changes beginning on January 1, 2012. This notice announcing FTR Bulletin 12-02 is the only notification of this decision. FTR Bulletin 12-02 and all other FTR Bulletins are posted at www.gsa.gov/ftrbulletins. Any further bulletins posted due to adjustments will be announced in the Federal Register. The POV Mileage Reimbursement Rate Web site is www.gsa.gov/mileage.

DoD, GSA, and NASA issued an interim rule on November 2, 2011, amending the Federal Acquisition Regulation (FAR) to implement section 1331 of the Small Business Jobs Act of 2010 (Jobs Act). Section 1331 addresses set-asides of task- and delivery-orders under multiple-award contracts, partial set-asides under multiple-award contracts, and the reserving of one or more multiple-award contracts that are awarded using full and open competition. Within this same context, section 1331 also addresses the Federal Supply Schedules Program managed by GSA. DoD, GSA, and NASA are coordinating with the Small Business Administration (SBA) on the development of an SBA proposed rule that will provide greater detail regarding implementation of section 1331 authorities. The comment period is being extended to provide additional time for interested parties to review the FAR changes of FAR Case 2011- 024, Set-Asides for Small Business, to February 13, 2012.
