This notice is to inform the public that the Export-Import Bank of the United States is re-notifying this transaction due to the length of time that has elapsed since it was initially posted (June 10, 2013) and because the transaction has not yet been submitted to the Board for consideration. Pursuant to Section 2(e)(7)(B) of the Ex-Im Charter, this notice is to inform the public that the Export-Import Bank of the United States has received a request for a $99 million comprehensive loan guarantee to support the export of approximately $90 million worth of aluminum beverage cans and ends manufacturing equipment to China. The U.S. exports will enable the Chinese company to produce approximately 2.8 billion aluminum cans per year. In addition, the U.S. exports will enable the foreign buyer will expand its existing annual ends production capacities by 3.9 billion ends. All new production will be sold within China.

Under the Working Capital Guarantee Program, Ex-Im Bank provides repayment guarantees to lenders on secured, short-term working capital loans made to qualified exporters. The guarantee may be approved for a single loan or a revolving line of credit. In the event that a borrower defaults on a transaction guaranteed by Ex-Im Bank the guaranteed lender may seek payment by the submission of a claim. This collection of information is necessary, pursuant to12 U.S.C. 635 (a)(1), to determine if such claim complies with the terms and conditions of the relevant working capital guarantee. The Export-Import Banks of the United States (Ex-Im Bank), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal Agencies to comment on ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery,'' for approval under the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et seq.) This collection was developed as part of the Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery. This is the notice of our intent to submit this collection to OMB for the extension of approval. We are soliciting comments on the specific aspects for the proposed information collection. The Export-Import Bank of the United States (Ex-Im Bank), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal Agencies to comment on the proposed information collection, as required by the Paperwork Reduction Act of 1995. By neutralizing the effect of export credit support offered by foreign governments and by absorbing credit risks that the private sector will not accept, Ex-Im Bank enables U.S. exporters to compete fairly in foreign markets on the basis of price and product. Under the Working Capital Guarantee Program, Ex-Im Bank provides repayment guarantees to lenders on secured, short-term working capital loans made to qualified exporters. The guarantee may be approved for a single loan or a revolving line of credit. In the event that a borrower defaults on a transaction guaranteed by Ex-Im Bank the guaranteed lender may seek payment by the submission of a claim. This collection of information is necessary, pursuant to12 U.S.C. 635 (a)(1), to determine if such claim complies with the terms and conditions of the relevant working capital guarantee. The Notice of Claim and Proof of Loss, Working Capital Guarantee is used to determine compliance with the terms of the guarantee and the appropriateness of paying a claim. The small business exporter survey seeks to obtain feedback from customers on trade credit insurance policy purchases made in a Fiscal Year. This survey will help Ex-Im Bank better understand small business customers' perspectives on the bank's products, the level of service provided, and how Ex-Im Bank's assistance impacts their small business. The objective is to identify possible service improvements and better understand small business owners' experiences working with Ex-Im Bank.
