Public Availability of Defense Nuclear Facilities Safety Board FY 2014 Service Contract Inventory Analysis/FY 2015 Service Contract Inventory
In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), DNFSB is publishing this notice to advise the public of the availability of (1) its analysis of the FY 2014 Service Contract inventories and (2) the FY 2015 Service Contract inventories. This inventory provides information on service contract actions over $25,000 that were made in FY 2015. The information is organized by function to show how contracted resources are distributed throughout the agency. The inventory has been developed in accordance with guidance issued on December 19, 2011 by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). OFPP's guidance is available at https://www.whitehouse.gov/sites/ default/files/omb/procurement/memo/service-contract-inventory - guidance.pdf. The Defense Nuclear Facilities Safety Board (Board) published a notice in the Federal Register of July 27, 2015, (80 FR 44335), concerning a two-session public hearing and open meeting on August 26, 2015, at the Three Rivers Convention Center, 7016 West Grandridge Boulevard, Kennewick, Washington 99352. The Board corrected that notice in the Federal Register of August 28, 2015, (80 FR 52265), by postponing the Session II open meeting and supplementing the Session I hearing. The Board has now voted to cancel, in lieu of postponing, the Session II open meeting portion of the proceeding. The vote record for the cancellation of the open meeting will be posted on the Board's public Web site.

The Defense Nuclear Facilities Safety Board (Board) published a document in the Federal Register on April 2, 2015, (80 FR 17735), concerning notice of a public meeting and hearing on April 29, 2015, regarding the underground recovery of the Waste Isolation Pilot Plant and safe resumption of waste operations. That notice stated that the Board would be setting aside time for three public comment periods: (1) At the conclusion of Sessions II; (2) at the conclusion of Session III; and (3) just prior to the Board beginning deliberations in Session IV. The Board wishes to correct that statement to indicate that opportunity for public comment is limited to just two comment periods: (1) At the conclusion of Session II; and (2) just prior to the Board's deliberations in Session IV.

Procedures for Safety Investigations
The Defense Nuclear Facilities Safety Board (Board) is promulgating a final rule which establishes procedures for conducting preliminary and formal safety investigations of events or practices at Department of Energy (DOE) defense nuclear facilities that the Board determines have adversely affected, or may adversely affect, public health and safety. The Board's experience in conducting formal safety investigations necessitates codifying the procedures set forth in this final rule. Among other benefits, these procedures will ensure a more efficient investigative process, protect confidential and privileged safety information, and promote uniformity of future safety investigations. The rule also promotes public awareness through greater transparency in the conduct of Board investigations.
Extension of Hearing Record Closure Date
The Defense Nuclear Facilities Safety Board (Board) published a document in the Federal Register on September 25, 2014, (79 FR 57543) concerning notice of a public hearing and meeting on October 7, 2014, regarding safety culture at Department of Energy defense nuclear facilities. The Board stated in that notice that the hearing record would remain open until November 7, 2014, for the receipt of additional materials. The Board made the same representation at the conclusion of the hearing on October 7, 2014.
