Retired and Senior Volunteer Program Amendments
This proposed rule sets forth a competitive process for selecting grant recipients for the Retired and Service Volunteer Program (``RSVP''), including performance measurement requirements, as required by the Domestic Volunteer Service Act (DVSA), as amended by the Edward M. Kennedy Serve America Act (Serve America Act) of April 21, 2009.
Information Collection; Submission for OMB Emergency Review
The Corporation for National and Community Service (hereinafter the ``Corporation''), has submitted an information collection request (ICR) consisting of four instruments entitled Request to Transfer a Segal Education Award Amount Form, Accept/Decline Award Transfer Form, Request to Revoke Transfer of Education Award Form, and Rescind Acceptance of Award Transfer Form to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995, (PRA 95) (44 U.S.C. Chapter 35). The Corporation requests that OMB review and approve its emergency request by October 26, 2010 for a period of six months. A copy of this ICR, with applicable supporting documentation, may be obtained by contacting the Corporation for National and Community Service, Bruce Kellogg, (202) 606-6954, or by e-mail at bkellogg@cns.gov. Individuals who use a telecommunications device for the deaf (TTY/TDD) may call (202) 606-3472 between the hours of 9 a.m. and 4:30 p.m. Eastern time, Monday through Friday. Since the Corporation requested OMB's approval of this emergency request in October there will not be enough time for the public to provide comments through this Federal Register Notice before the approval date requested. Therefore, there will be no comment period for this request.
Proposed Information Collection; Comment Request
The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. Sec. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning its proposed collection request for the National Evaluation of the Learn and Serve America School-Based Program (NELSAP). The evaluation utilizes an experimental design to assess the impact of Learn and Serve America-funded service-learning activities on student outcomes. The evaluation will demonstrate the effectiveness of service-learning as a pedagogical method. Participation in the information collection is voluntary and will not be used in grant funding decisions.
