The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. Sec. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments on the proposed survey for the AmeriCorps Tutoring Evaluation. The survey will be completed by selected AmeriCorps State and National programs that provide tutoring services and that may be subject to the proposed AmeriCorps standards for tutors and tutoring programs. Many of these programs receive all or part of their funding from the Corporation. Currently, the Corporation is soliciting comments concerning the fourth round of data collection for the Longitudinal Evaluation of AmeriCorps. This long term study is based on the hypothesis that participation in national service may lead to measurable outcomes for AmeriCorps participants. Earlier rounds of data collection were conducted at baseline, and at 12 and 36 months after baseline. The study uses a quasi-experimental design to assess program impacts on program participants. Program Fraud Civil Remedies Act

The Corporation for National and Community Service (Corporation) proposes regulations to implement the Program Fraud Civil Remedies Act of 1986 (Act). The Act authorizes certain Federal agencies, including the Corporation, to impose, through administrative adjudication, civil penalties and assessments against any person who makes, submits, or presents a false, fictitious, or fraudulent claim or written statement to the agency. The proposed regulations establish the procedures the Corporation will follow in implementing the provisions of the Act and specifies the hearing and appeal rights of persons subject to penalties and assessments under the Act. They also designate the Corporation's Chief Financial Officer to act on behalf of the Chief Executive Officer in carrying out certain duties and responsibilities under the regulations.
