U.S. Agency for International Development (USAID), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on continuing information collections, as required by the Paperwork Reduction Act of 1995, Public Law 104-13. Comments are requested concerning (a) Whether the proposed or continuing collections of information are necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the burden estimates; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of the information on the respondents, including the use of automated collection techniques or other forms of information technology.
60-Day Notice of Proposed Information Collection-Development Information Solution
The U.S. Agency for International Development (USAID) seeks Office of Management and Budget (OMB) approval for the information collection described below. In accordance with the Paperwork Reduction Act of 1995, USAID requests public comment on this collection from all interested individuals and organizations. Equal Participation of Faith-Based Organizations in the Federal Agencies' Programs and Activities
This rule amends the regulations of the agencies listed above (``the Agencies'') to implement Executive Order 13831 of May 3, 2018 (Establishment of a White House Faith and Opportunity Initiative). This rule provides clarity about the rights and obligations of faith-based organizations participating in the Agencies' Federal financial assistance programs and activities. This rulemaking is intended to ensure that the Agencies' Federal financial assistance programs and activities are implemented in a manner consistent with the requirements of Federal law, including the First Amendment to the Constitution and the Religious Freedom Restoration Act.
Procurement of Certain Essential Medical Supplies To Address the COVID-19 Pandemic; Correction
On October 23, 2020, the United States Agency for International Development (USAID) issued a Temporary Final Rule (TFR) amending our regulations to allow USAID to waive ``Source and Nationality'' rules to provide for increased flexibility, targeting, and speed of procurement of Emergency Medical Supplies (EMS) required to address the COVID-19 pandemic worldwide. That TFR inadvertently resulted in the deletion of defined terms. This document corrects the TFR by restoring those definitions.
Information Collection; Improving Customer Experience (OMB Circular A-11, Section 280 Implementation)
The U.S. Agency for International Development (USAID) as part of its continuing effort to reduce paperwork and respondent burden, is announcing an opportunity for public comment on a new proposed collection of information by the Agency. No comments were received regarding the Federal Register Notice. The purpose of this notice is to allow an additional 30 days for public comment.

As required by the Paperwork Reduction Act of 1995, USAID/CDI requests comments on a proposed generic collection of information for USAID-sponsored open innovation competitions prizes, challenges, and hackathons. USAID/CDI will consider all comments received in response to this notice before requesting approval of this generic collection of information from the Office of Management and Budget (OMB). The information collected includes: Organizational contact information, organization size disaggregated by gender, point of contact, the name of the project, stage and amount of funding requested, partner organizations and management teams, sectors the innovation addresses, country(ies) project is situated, presence/absence of permanent offices in that country, project duration, other sources of funding past and present including USAID, method and source of referral to the challenge/prize/hack-a-thon, and detailed information about the innovation including expected impact.

This proposed rule would amend USAID's regulations to implement Executive Order 13831, ``Establishment of a White House Faith and Opportunity Initiative.'' Among other changes, this rule proposes to provide clarity regarding the rights and obligations of faith-based organizations that are participating in USAID's programs, and is intended to ensure that the Agency's implements its programs and activities in a manner consistent with the requirements of Federal law, including the First Amendment to the Constitution and the Religious Freedom Restoration Act (RFRA).
