In accordance with the Privacy Act of 1974, as amended (``Privacy Act''), this document announces the establishment of a computer matching program the Federal Communications Commission (``FCC'' or ``Commission'' or ``Agency'') and the Universal Service Administrative Company (USAC) will conduct with the Utah Department of Workforce Services (DWS) (collectively, Agencies). The purpose of this matching program is to verify the eligibility of applicants to and subscribers of the Emergency Broadband Benefit Program, which is administered by USAC under the direction of the FCC, or other federal programs that use qualification for the FCC's Lifeline Program as an eligibility criterion. More information about this program is provided in the SUPPLEMENTARY INFORMATION section below.

NASA hereby gives notice of its intent to grant a partially exclusive patent license in the United States to practice the inventions described and claimed in U.S. Issued Patent Number 9,863,148 B2 entitled ``Sheath-Based Rollable Lenticular-Shaped and Low Stiction Composite Boom'' to MMA Design, LLC, having its principal place of business in Louisville, CO. The fields of use may be limited to the production and supply of deployable space structures or structural components for deployable space structures. NASA has not yet made a determination to grant the requested license and may deny the requested license even if no objections are submitted within the comment period.

In this document, the Commission, takes actions implementing section 9201 of the National Defense Authorization Act for Fiscal Year 2021, exploring opportunities to improve the way the public receives emergency alerts from the nation's Emergency Alert System (EAS) and Wireless Emergency Alerts System (WEA) on their mobile phones, televisions, and radios. We propose rules to ensure that more people receive relevant emergency alerts, to enable EAS and WEA participants to report false alerts when they occur, and to improve the way states plan for emergency alerts. In addition, we initiate an inquiry to examine the feasibility of updating the EAS to enable or improve alerts to consumers provided through the internet, including through streaming services, and from radio and television stations, cable systems, satellite radio and television providers, and wireline video providers that currently participate in EAS. As directed by Congress, after the conclusion of this inquiry the Commission will submit a report on its findings and conclusions to specified Committees of the U.S. Senate and House of Representatives.
