The Small Business Administration (SBA) intends to request approval, from the Office of Management and Budget (OMB) for the collection of information described below. The Paperwork Reduction Act (PRA) requires federal agencies to publish a notice in the Federal Register concerning each proposed collection of information before submission to OMB, and to allow 60 days for public comment in response to the notice. This notice complies with that requirement.

The Appraisal Subcommittee (ASC), as part of continuing efforts to reduce paperwork and respondent burden, invites the general public, and State and Federal agencies to take this opportunity to comment on a new proposed information collection. Under the Paperwork Reduction Act of 1995, an agency may not conduct or sponsor, and a respondent is not required to respond to, an information collection unless it displays a currently valid control number issued by the Office of Management and Budget (OMB). The ASC is soliciting comment concerning a proposed collection method entitled ``ASC Progress Report Standardized Instructions and Format for Interim and Final Progress Reporting.'' The ASC proposes to collect program progress data from ASC grantees and use this data to ensure grantees are proceeding in a satisfactory manner in meeting the approved goals and purpose of the project. The requirement for grantees to report on performance is OMB grants policy. The SBA is issuing this notice to announce the date, time, and agenda for a meeting of the Advisory Committee on Veterans Business Affairs (ACVBA).

The Break the Ice Lunar Challenge is open and teams that wish to compete may now register. Centennial Challenges is a program of prize competitions to stimulate innovation in technologies of interest and value to NASA and the nation. The Break the Ice Lunar Challenge is a prize competition with up to a $5,000,000 USD total prize purse to incentivize innovative approaches for excavating icy regolith and optimize logistics to transport acquired resources, primarily water, in extreme lunar environments. At this time, NASA is opening Phase 1 of the competition, which has a $500,000 USD prize purse. In this phase of competition, teams will design a system architecture to excavate icy regolith and deliver water on the lunar surface in a hypothetical mission scenario based on anticipated mission operations and environmental features of human and robotic exploration of the lunar surface. NASA is funding the prize purse and administration of the challenge competition.
