Guidance for the Application of the Theft and Diversion Design-Basis Threat for Category I Fuel Cycle Facilities
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 1 to Regulatory Guide (RG) 5.70, ``Guidance for the Application of the Theft and Diversion Design-Basis Threat for Category I Fuel Cycle Facilities.'' This regulatory guide provides methods that the NRC staff finds acceptable for an applicant or licensee to meet the requirements of the underlying NRC's regulations. Revision 1 of RG 5.70 contains clarifying information regarding technical matters and rule language, administrative changes, and lessons learned from inspection activities, operating experience, and current threat data.

Meetings of Humanities Panel

The Commission hereby gives notice of the scheduling of the final phase of antidumping and countervailing duty investigation Nos. 701-TA-563 and 731-TA-1331-1333 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of finished carbon steel flanges from India, Italy, and Spain, provided for in subheading 7307.91 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce to be subsidized by the government of India and sold at less-than-fair-value.\1\
