This is an amendment of the Presidential declaration of a major disaster for the State of Mississippi (FEMA-4268-DR), dated 03/ 25/2016. Incident: Severe Storms and Flooding. Incident Period: 03/09/2016 through 03/29/2016.

This action adds products and a service to the Procurement List that will be furnished by nonprofit agencies employing persons who are blind or have other severe disabilities, and deletes products and services from the Procurement List previously furnished by such agencies.

NCUA, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to comment on this reinstatement of a previously approved collection, as required by Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). The purpose of this notice is to allow for 60 days of public comment. The Small Business Administration (SBA) is issuing this final rule to change the regulations for SBA's Surety Bond Guarantee Program in four areas. First, as a condition for participating in the Prior Approval and Preferred Surety Bond Programs, this rule clarifies that a Surety must directly employ underwriting and claims staffs sufficient to perform and manage these functions, and that final settlement authority for claims and recovery is vested only in salaried employees of the Surety. Second, this rule provides that all costs incurred by the Surety's salaried claims staff are ineligible for reimbursement by SBA, except the amounts actually paid for reasonable and necessary travel expenses. In addition, the Surety may seek reimbursement for amounts paid for specialized services that are provided by outside consultants in connection with the processing of a claim. Third, the rule modifies the criteria for determining when a Principal that caused a Loss to SBA is ineligible for a bond guaranteed by SBA. Fourth, the rule modifies the criteria for admitting Sureties to the Preferred Surety Bond Program by increasing the Surety's underwriting limitation, as certified by the U.S. Treasury Department on its list of acceptable sureties, from at least $2 million to at least $6.5 million.

The Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM[supreg]), to reflect classification changes to Competitive Services, as established by the Governors of the Postal Service.

GSA is proposing to increase the yearly fee assessed to entities that utilize the federal .gov top-level domain. The current fee of $125 per annum has not been raised since the publication of the Federal Management Regulation final rule, Internet GOV Domain on March 28, 2003. The fee increase will compensate GSA for the increased operational costs of maintaining the .gov top-level domain (TLD). The fee will be the same for new registrations and for annual renewals. This document establishes the fee for all entities that use the .gov TLD at $400 per annum, effective January 1, 2017.
