The National Science Foundation published a notice on May 25, 2012, at 77 FR 31401, seeking comments on the National Science Foundation Proposal and Award Policies and Procedures Guide. The original comment date was to end on June 25, 2012.

Background. On June 4, 2012, the Board published in the Federal Register, a notice of final approval of a proposed information collection by the Board of Governors of the Federal Reserve System (Board) under OMB delegated authority, per 5 CFR 1320.16 (OMB Regulations on Controlling Paperwork Burdens on the Public). The notice requested public comment for 30 days to revise, without extension, Capital Assessments and Stress Testing information collection (FR Y- 14A/Q/M). The comment period for this information collection notice expires on July 5, 2012. Due to the range and complexity of the issues addressed in the information collection notice, the Board has determined that an extension of the end of the public comment period for an additional 30 days is appropriate. This action will allow interested persons additional time to analyze the proposed revisions and prepare their comments.

In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration (NASA) announces a meeting of the NASA Advisory Council (NAC).

The United States Postal Service[supreg] is proposing to modify fifteen of its General and Customer Privacy Act Systems of Records. These modifications largely reflect the title and address changes and notification procedures resulting from an organizational re-design of the Postal Service. Also included are minor revisions to the category of records covered by the system and in the system.

We are adopting a new rule and amendments to our proxy disclosure rules to implement Section 952 of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, which added Section 10C to the Securities Exchange Act of 1934. Section 10C requires the Commission to adopt rules directing the national securities exchanges and national securities associations to prohibit the listing of any equity security of an issuer that is not in compliance with Section 10C's compensation committee and compensation adviser requirements. In accordance with the statute, new Rule 10C-1 directs the national securities exchanges to establish listing standards that, among other things, require each member of a listed issuer's compensation committee to be a member of the board of directors and to be ``independent,'' as defined in the listing standards of the national securities exchanges adopted in accordance with the final rule. In addition, pursuant to Section 10C(c)(2), we are adopting amendments to our proxy disclosure rules concerning issuers' use of compensation consultants and related conflicts of interest.
