By Federal Register notice of July 29, 2010 (75 FR 44820), the Presidio Trust (Trust) announced its solicitation of public comment in connection with two alternative approaches to limit vehicular use of a portion of Battery Caulfield Road in the Presidio of San Francisco: (1) Limitation of vehicular use during weekday peak a.m. and p.m. hours, 7 to 9 a.m. and 5 to 7 p.m., as well as on weekends (Alternative 1); or (2) limitation of vehicular use at all times (Alternative 2). The Trust is extending the public comment period to October 15, 2010. Although the deadline for the submission of written comments is being extended, interested parties should provide comments as soon as possible.

To comply with the requirements of the National Environmental Policy Act (NEPA), the Postal Service has prepared and is making available a Programmatic Environmental Assessment (PEA) for the use of mobile fueling contractors to fuel postal vehicles on-site at selected Postal Service facilities located throughout the United States. This PEA evaluated the environmental impacts of the proposed action versus taking no action. Based on the results of the PEA, the Postal Service has issued a Finding of No Significant Impact (FONSI) indicating that the proposed action will not have a significant impact on the environment.

NASA intends to conduct scoping and prepare an Environmental Impact Statement (EIS) for the NASA GRC Plum Brook Station Wind Farm Project located near Sandusky, Ohio, pursuant to the National Environmental Policy Act of 1969, as amended (NEPA) (42 U.S.C. 4321, et seq.), the CEQ Regulations for Implementing the Procedural Provisions of NEPA (40 CFR Parts 1500-1508), Executive Order 13423, ``Strengthening Federal Environmental, Energy, and Transportation Management'', and NASA policy and procedures (14 CFR part 1216 Subpart 1216.3). The regulations of the Office of the Comptroller of the Currency (OCC), Board of Governors of the Federal Reserve System (FRB), Federal Deposit Insurance Corporation (FDIC), and Office of Thrift Supervision (OTS) (collectively, the agencies) include various references to and requirements based on the use of credit ratings issued by nationally recognized statistical rating organizations (NRSROs). Section 939A of the Dodd-Frank Wall Street Reform and Consumer Protection Act (the Act), enacted on July 21, 2010, requires the agencies to review their regulations that require the use of an assessment of creditworthiness of a security or money market instrument and make reference to, or have requirements regarding, credit ratings. The agencies must then modify their regulations to remove any reference to, or requirements of reliance on, credit ratings in such regulations and substitute in their place other standards of creditworthiness that the agencies determine to be appropriate for such regulations.

The Copyright Office extends the deadline for the filing of the 2010/1 cable statements of account to September 29, 2010. In granting the extension, the Office waives the filing requirements under Section 201.17(c)(1) of its rules. The passage of the Satellite Television Extension and Localism Act of 2010 (STELA) and the subsequent work by the Office to revise the cable statements of account, in light of STELA(s amendments to the Copyright Act, have impaired the timely availability of the on-line forms cable operators use to pay their royalty fees. These circumstances will make it extremely difficult for many cable operators to comply with the current deadline. For these reasons, therefore, the Office deems the extension necessary and in the public interest.

The NRC plans to hold a public meeting on September 28, 2010, in its Las Vegas, Nevada hearing facility to solicit comments on the revision of its draft safety culture policy statement, including the revised definition and traits. The revision has been developed as a result of the NRC staff's evaluation of the public comments submitted in response to the draft policy statement (74 FR 57525, November 6, 2009; ML093030375), the results of the NRC's February 2010 workshop (February workshop) on safety culture, and additional comments that stakeholders and other interested parties have provided to the staff at the various outreach activities that have occurred since February. The draft policy statement focuses on the unique aspects of nuclear safety and security and highlights the Commission's expectations that the policy applies to individuals and organizations performing or overseeing NRC-regulated activities.
