Sunshine Act Meeting
Pursuant to the Government in the Sunshine Act (5 U.S.C. 552b(e)(3)), the Farm Credit Administration gave notice on May 24, 2010 (75 FR 28806) of the regular meeting of the Farm Credit Administration Board (Board) scheduled for June 10, 2010. This notice is to amend the agenda by adding an item to the open session of that meeting.
China: Effects of Intellectual Property Infringement and Indigenous Innovation Policies on the U.S. Economy
Following receipt of a request from the United States Senate Committee on Finance (Committee) dated April 19, 2010, the U.S. International Trade Commission (Commission) instituted investigation No. 332-519, China: Effects of Intellectual Property Infringement and Indigenous Innovation Policies on the U.S. Economy, for the purpose of preparing the second of two reports requested by the Committee, and has scheduled a public hearing in connection with investigations relating to both reports for June 15-16, 2010.
Privacy Act System of Records
Pursuant to subsection (e)(4) of the Privacy Act of 1974, as amended (``Privacy Act''), 5 U.S.C. 552a, the FCC proposes to alter one system of records, FCC/WTB-7, ``Remedy Action Request System (RARS).'' The FCC will alter the security classification; categories of individuals; the categories of records; the purposes for which the information is maintained; one routine use (and add a new routine use); the storage, retrievability, access, safeguard, and retention and disposal procedures; the record source categories; and make other edits and revisions as necessary to comply with the requirements of the Privacy Act.
Comment Sought on the Puerto Rico Telephone Company, Inc. Petition for Reconsideration of the Commission's Universal Service High-Cost Insular Support Order
In this document, the Wireline Competition Bureau seeks comment on a petition filed by Puerto Rico Telephone Company, Inc. (PRTC) requesting that the Commission reconsider its decision declining to establish a new universal service high-cost support mechanism for non-rural insular carriers. PRTC says the Commission should expeditiously reconsider its decision and adopt an insular mechanism
Notice of Public Information Collection Being Reviewed by the Federal Communications Commission for Extension Under Delegated Authority, Comments Requested
The Federal Communications Commission, as part of its continuing effort to reduce paperwork burden invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act (PRA) of 1995, 44 U.S.C. 3501 - 3520. Comments are requested concerning: (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology, and (e) ways to further reduce the information collection burden for small business concerns with fewer than 25 employees.

This action adds to the Procurement List a service to be provided by nonprofit agencies employing persons who are blind or have other severe disabilities.

NASA Advisory Council; Science Committee; Heliophysics Subcommittee; Meeting
The National Aeronautics and Space Administration (NASA) announces a meeting of the Heliophysics Subcommittee of the NASA Advisory Council (NAC). This Subcommittee reports to the Science Committee of the NAC. The Meeting will be held for the purpose of soliciting from the scientific community and other persons scientific and technical information relevant to program planning.
Telecommunications Relay Services, Speech-to-Speech Services, E911 Requirements for IP-Enabled Service Providers
In this document, the Commission announces that the Office of Management and Budget (OMB) has approved, for a period of three years, the information collection requirements associated with the Commission's Telecommunications Relay Services, Speech-to-Speech Services, E911 Requirements for IP-Enabled Service Providers, Report Order and Order on Reconsideration (Second Report and Order). This document is consistent with the Second Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the revised rules.
Business Reply Mail Online Application Option
The Postal ServiceTM will revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) 507.9.3.2 and 507.9.5.2 to eliminate the option to obtain a Business Reply Mail[supreg] (BRM) permit online. Additionally, the electronic version of PS Form 6805, Qualified Business Reply Mail (QBRM) Application, will also be removed.
Treatment of Cigarettes and Smokeless Tobacco as Nonmailable Matter
The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[reg]) 601.11, pertaining to the mailing of tobacco cigarettes and smokeless tobacco. These provisions implement specific requirements of the Prevent All Tobacco Cigarettes Trafficking (PACT) Act, which restricts the mailability of cigarettes and smokeless tobacco.

Notice is hereby given that the Federal Deposit Insurance Corporation (Corporation) has been appointed the sole receiver for the following financial institutions effective as of the Date Closed as indicated in the listing. PLMR Licensing; Frequency Coordination and Eligibility Issues
In this document, the Commission, on its own motion, clarifies certain rules adopted in a previous decision in this proceeding to further explain our analysis underlying this decision. We also clarify the rule change removing the frequency coordination requirement for applications to modify private land mobile radio licenses by reducing the authorized bandwidth.
