Records Schedules; Availability and Request for Comments
The National Archives and Records Administration (NARA) publishes notice at least once monthly of certain Federal agency requests for records disposition authority (records schedules). Once approved by NARA, records schedules provide mandatory instructions on what happens to records when no longer needed for current Government business. They authorize the preservation of records of continuing value in the National Archives of the United States and the destruction, after a specified period, of records lacking administrative, legal, research, or other value. Notice is published for records schedules in which agencies propose to destroy records not previously authorized for disposal or reduce the retention period of records already authorized for disposal. NARA invites public comments on such records schedules, as required by 44 U.S.C. 3303a(a).
Maximum Per Diem Rates for the Continental United States (CONUS)
The General Services Administration's (GSA's) annual per diem review has resulted in lodging and meal allowance changes for locations within the continental United States (CONUS) to provide for the reimbursement of Federal employees' expenses covered by per diem. Per Diem Bulletin 10-01 updates the maximum per diem amounts in existing per diem localities. The CONUS per diem rates prescribed in Bulletin 10-01 may be found at https://www.gsa.gov/perdiem. GSA based the lodging per diem rates on the average daily rate that the lodging industry reports. The use of such data in the per diem rate setting process enhances the Government's ability to obtain policy-compliant lodging where it is needed. In conjunction with the annual lodging study, GSA identified three new non-standard areas (NSAs): Jefferson City (Cole County) and St. Robert (Pulaski County), Missouri; and Middlebury (Addison County), Vermont. The meals and incidental expense rates for all NSAs and for standard CONUS will also be updated.

Joint Meetings on Harmonization of Regulation
On June 17, 2009, the Department of the Treasury released a White Paper on Financial Regulatory Reform (``White Paper'') calling on the SEC and the CFTC to ``make recommendations to Congress for changes to statutes and regulations that would harmonize regulation of futures and securities.'' Specifically, the White Paper recommended ``that the CFTC and the SEC complete a report to Congress by September 30, 2009 that identifies all existing conflicts in statutes and regulations with respect to similar types of financial instruments and either explains why those differences are essential to achieve underlying policy objectives with respect to investor protection, market integrity, and price transparency or makes recommendations for changes to statutes and regulations that would eliminate the differences.''
Federal Acquisition Regulation; FAR Case 2009-009, American Recovery and Reinvestment Act of 2009 (the Recovery Act)-Reporting Requirements
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (the Councils) are issuing this notice to inform Federal contractors that the Recovery Accountability and Transparency Board (``Board'') has announced the availability of registration at federalreporting.gov. Federal contractors required to report on their use of Recovery Act funds by FAR clause 52.204-11 are encouraged to register early.
Telemarketing Sales Rule Fees
The Federal Trade Commission (the ``Commission'' or ``FTC'') is amending its Telemarketing Sales Rule (``TSR'') by updating the fees charged to entities accessing the National Do Not Call Registry (the ``Registry'') as required by the Do-Not-Call Registry Fee Extension Act of 2007.
Health Breach Notification Rule
The Federal Trade Commission (``FTC'' or ``Commission'') is issuing this final rule, as required by the American Recovery and Reinvestment Act of 2009 (the ``Recovery Act'' or ``the Act''). The rule requires vendors of personal health records and related entities to notify consumers when the security of their individually identifiable health information has been breached.
Renewal of Advisory Committee on Electronic Records Archives
This notice is published in accordance with the provisions of section 9(a)(2) of the Federal Advisory Committee Act (Pub. L. 92-463, 5 U.S.C., App.) and advises of the renewal of the National Archives and Records Administration's (NARA) Advisory Committee on Electronic Records Archives. The U.S. Nuclear Regulatory Commission (NRC) is proposing to issue a regulatory issue summary (RIS) to clarify the process for making emergency plan changes. This FRN version of the draft Regulatory Issue Summary (RIS) does not include the Attachments and Enclosures as described in the body of the RIS. To view these attachments and enclosures, refer to the NRC's Agencywide Documents Access and Management System (ADAMS), document number ML080710029. The NRC's internal non-concurrence process ``Draft Management Directive 10.158, `NRC Non-Concurrence Process','' has been invoked by a member of the NRC staff regarding draft RIS 2005-01, Revision 1. The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to implement Executive Order (E.O.) 13502, Use of Project Labor Agreements for Federal Construction Projects. The comment period is being reopened for an additional 30 days to provide additional time for interested parties to review the proposed FAR changes.
Privacy Act of 1974, as Amended; New System of Records
We are issuing public notice of our intent to establish a new system of records and routine uses applicable to this system of records in accordance with the Privacy Act (5 U.S.C. 552a(e)(4) and (e)(11)). The proposed system of records is entitled the Race and Ethnicity Collection System (60-0104), hereinafter referred to as the RECS system of records. We discuss the system of records in the Supplementary Information section below. We invite public comments on this proposal. We published this proposed system of records on August 19, 2009 (document 2009-19935), with an effective date of October 9, 2009, unless we receive comments before that date that would result in a contrary determination. This current notice corrects the effective date of the proposed RECS system of records and routine uses, per below.

NASA hereby gives notice of its intent to grant a partially exclusive license to practice the invention described and claimed in NASA Case Number LAR-16575-1 entitled ``Device and Method for Connections Made Between a Crimp Connector and Wire,'' U.S. Patent Number 7,181,942, to Sonicrimp, LLC having its principal place of business in Madison, Wisconsin. The field of use is limited to automated crimp equipment applications. The patent rights have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration.
