Additional Options for Requesting Administrative Review-Title II and Title XVI
We are expanding the methods available for requesting administrative review. We now will accept oral requests from claimants in person or by telephone. This change in our procedures will make it easier for claimants to do business with us.
Pressurized Thermal Shock; Reports on the Technical Basis and Public Workshop
The Nuclear Regulatory Commission (NRC) is making available reports documenting the technical basis for a proposed revision of the NRC's pressurized thermal shock regulations. The NRC will also be conducting a two-day public workshop on this topic. The workshop is open to the public and all interested parties may attend.
Reserve Requirements of Depository Institutions
The Board proposes to revise its 1980 interpretation of Regulation D (Reserve Requirements of Depository Institutions) setting forth criteria for the ``bankers' bank'' exemption from reserve requirements. The interpretation sets forth the standards that the Board uses in applying the statutory and regulatory requirements for the bankers' banks exemption to specific institutions. The proposed revisions would authorize the Board to determine, on a case by case basis, whether certain entities not already expressly authorized in the interpretation may become customers to a limited extent of bankers' banks.
Fiscal Year 2006 Program for Systematic Review of Commission Regulations; Request for Comments and Information; Correction
The Consumer Product Safety Commission is issuing this revision to correct an erroneous citation designation in the Notice of systematic review of current regulations published in the Federal Register on June 7, 2006.
Correction of Errors in Certificates of Registration of Vessel Hull Designs
The Copyright Office is publishing an interim rule governing the correction of errors in certificates of registration of vessel hull designs. If the Office discovers a clerical or typographical error made by the Office on a certificate of registration, the Office will issue a corrected certificate. If an owner of a vessel hull design discovers a clerical or typographical error in a certificate of registration that is a result of error in the application, the owner may submit an application for correction of the certificate of registration.
Notice of Plan for Collection of Meteorites Issued Under the Antarctic Conservation Act of 1978, as Amended
On March 31, 2003, the National Science Foundation (NSF) issued a final rule that authorized the collection of meteorites in Antarctica for scientific purposes only. These regulations implement Article 7 of the Protocol on Environmental Protection to the Antarctic Treaty and are issued pursuant to Section 6 of the Antarctic Conservation Act, as amended by the Antarctic Science, Tourism and Conservation Act of 1996. The regulations require appropriate collection, handling, and curation of Antarctic meteorites to preserve their scientific value. Antarctic expeditions planning to collect meteorites in Antarctica are required to submit their plans for the collection, handling, and curation of the meteorites to the National Science Foundation. NSF is providing notice of availability of a meteorite collection plan and inviting comments on the plan.

The Office of Personnel Management (OPM) is issuing a plain language rewrite of its regulations regarding the standards that govern employee responsibilities and conduct as part of a review of certain OPM regulations. The purpose of the revisions is to make the regulations more readable.
Coverage Under the Age Discrimination in Employment Act
The Equal Employment Opportunity Commission (``EEOC'' or ``Commission'') proposes to amend its regulations concerning the Age Discrimination in Employment Act (the ``Act'' or ``ADEA'') to reflect a Supreme Court decision interpreting the Act as permitting employers to favor older individuals because of age. This amendment will revise and clarify EEOC regulations that currently describe the ADEA as prohibiting such age-based favoritism.
Notice of Availability of the Final Environmental Assessment and Finding of No Significant Impact for Rotenone Treatments in the Willow Creek Drainage in Grand and Uintah Counties, UT
The Utah Reclamation Mitigation and Conservation Commission (Mitigation Commission) and the Utah Division of Wildlife Resources (Division) jointly prepared an Environmental Assessment (EA) to determine the effects of rotenone treatments in the Willow Creek drainage to remove nonnative trout species and reestablish Colorado River cutthroat trout populations. Removal of non-native trout species is required in order to re-introduce cutthroat trout to their native habitats and to meet conservation objectives for cutthroat trout. The proposed action selected in the final EA will be implemented by the Commission in cooperation with the Division. The action consists of removing Brook trout, non-native cutthroat trout, and cutthroat/rainbow hybrid trout from the Willow Creek drainage by treatment with rotenone. Existing native fish (speckled dace and mountain sucker) will be collected prior to the treatment by electro-fishing, and restocked to the stream after treatment to facilitate their population maintenance. Colorado River cutthroat trout will be stocked when the drainage is deemed clear of non-native fishes. It is expected that two or three rotenone treatments (over consecutive years) may be needed to effectively remove unwanted trout species. A Finding of No Significant Impact (FONSI) was made through the EA, thus the proposed action does not require preparation of an Environmental Impact Statement (EIS): It will not have a significant effect on the human environment; negative environmental impacts that could occur are negligible and can be generally eliminated with mitigation; there are no unmitigated adverse impacts on public health or safety, threatened or endangered species, sites or districts listed in or eligible for listing in the National Register of Historic Places, or other unique characteristics of the region; no highly uncertain or controversial impacts, unique or unknown risks, cumulative effects, or elements of precedence were identified that have not been mitigated; and, implementation of the action will not violate any Federal, state, or local environmental protection law.

Modifications to the Disability Determination Procedures; Extension of Testing of Some Disability Redesign Features
We are announcing the extension of tests involving modifications to our disability determination procedures that we are conducting under the authority of current rules codified at 20 CFR 404.906 and 416.1406. These rules provide authority to test several modifications to the disability determination procedures that we normally follow in adjudicating claims for disability insurance benefits under title II of the Social Security Act (the Act) and for supplemental security income payments based on disability under title XVI of the Act. We have decided to extend testing of the two redesign features of the disability prototype for up to 3 years in the following disability determination services (DDSs): New York, Pennsylvania, Alabama, Michigan, Louisiana, Missouri, Colorado, California (Los Angeles North and West Branches), and Alaska. We are not extending testing of these features in the New Hampshire DDS due to the publication of the final rule changes to 20 CFR 404.1527(f)(1) and 20 CFR 405.201 that take effect August 1, 2006. These rule changes are initially only in effect in the Boston Region.
