MIHOPE is a longitudinal study of the effects of Maternal, Infant, and Early Childhood Home Visiting (MIECHV)-funded home visiting on child and family outcomes. The purpose of the MIHOPE Long-Term Follow-Up, Third grade (MIHOPE-3G) data collection, which will focus on children when they are in approximately third grade, is to assess the long-term effects of MIECHV-funded home visiting on families and children when participating children are in elementary school.

Modifications to Performance Standards During Natural Disasters and Other Calamities
OCSS proposes to provide temporary relief to states from certain child support program performance requirements and penalties during natural disasters and other calamities which have a negative impact on state child support program operations. The proposed rule would provide ACF with ongoing authority to modify performance measure requirements when states are affected by natural disasters and other calamities that have resulted, or are expected to result, in the failure of state child support programs to achieve performance standards for paternity establishment, support order establishment, and current collections. The proposed rule will enable states to avoid the imposition of penalties due to adverse data reliability audit findings during, and subsequent to, natural disasters and other calamities, including pandemics and declared public health emergencies.

Submission for Office of Management and Budget (OMB) Review; Revisions to Recordkeeping To Mitigate the Spread of COVID-19 in Head Start (OMB #: 0970-0583)
The Office of Head Start (OHS), Administration for Children and Families (ACF), U.S. Department of Health and Human Services, requests public comment on an extension with changes to recordkeeping requirements for ACF Head Start grant recipients. A Final Rule published on January 6, 2023, added a recordkeeping requirement that Head Start grant recipients update their program policies and procedures to include an evidence-based COVID-19 mitigation policy. OHS requested and received emergency approval from OMB to implement the updated recordkeeping requirement as required in the Final Rule. Approval was for 6 months. Subsequently, a final rule was published on June 26, 2023, which removed all previously approved vaccination recordkeeping requirements and the requirement to maintain a testing protocol. This request is to remove these requirements from the information collection and extend approval of the remaining recordkeeping requirement under this OMB number for an additional 3 years.

Tribal Consultation Meetings
Pursuant to the Head Start Act, notice is hereby given of two tribal consultation sessions to be held between HHS/ACF OHS leadership and the leadership of tribal governments operating Head Start and Early Head Start programs. The purpose of these consultation sessions is to discuss ways to better meet the needs of American Indian and Alaska Native (AI/AN) children and their families, taking into consideration funding allocations, distribution formulas, and other issues affecting the delivery of Head Start services in their geographic locations. Two tribal consultations will be held as part of HHS/ACF or ACF Tribal Consultation Sessions.

Removal of the Vaccine Requirements for Head Start Programs
This final rule removes the vaccine and testing requirements included in the Interim Final Rule with Comment Period (IFC) titled, ``Vaccine and Mask Requirements To Mitigate the Spread of COVID-19 in Head Start Programs,'' which the Administration for Children and Families published on November 30, 2021. Specifically, this rescission removes the requirement from the Head Start Program Performance Standards (HSPPS) that all Head Start staff, contractors whose activities involve contact with or providing direct services to children and families, and volunteers working in classrooms or directly with children are fully vaccinated for COVID-19. The associated HSPPS requirement that staff who are exempt from the vaccination requirement have ``at least weekly'' COVID-19 testing is also removed.

The Annual Survey of Refugees is a yearly sample survey of refugee households entering the U.S. in the previous 5 fiscal years. Proposed Information Collection Activity; Building and Sustaining the Child Care and Early Education Workforce (New Collection)
The Administration for Children and Families (ACF) Office of Planning, Research, and Evaluation (OPRE) at the U.S. Department of Health and Human Services is proposing to collect information to examine a promising strategy to support the child care and early education (CCEE) workforce in Colorado as part of the Building and Sustaining the Child Care and Early Education Workforce (BASE) project. This project aims to build evidence about workforce development strategies designed to promote, retain, and advance the CCEE workforce by improving the economic well-being of CCEE workers.

Proposed Information Collection Activity; Chafee Strengthening Outcomes for Transition to Adulthood Project Overarching Generic (New Collection)
The Administration for Children and Families' (ACF) Office of Planning, Research, and Evaluation (OPRE) requests Office of Management and Budget (OMB) approval for an overarching generic clearance to collect data on programs serving youth transitioning out of foster care as part of the Chafee Strengthening Outcomes for Transition to Adulthood (Chafee SOTA) Project. The generic mechanism will allow ACF to conduct rapid-cycle evaluations that would not otherwise be feasible under the timelines associated with the Paperwork Reduction Act of 1995. The purpose of the data collections submitted under the generic will be to inform ACF programming by building the evidence about what works to improve outcomes for the target population and to identify innovative learning methods that address common evaluation challenges.

The Administration for Children and Families (ACF) Office of Planning, Research, and Evaluation is proposing a new primary data collection to examine the experiences, strengths, resources, and strategies used by home-based child care providers to serve and support equitable outcomes for children and families. The Home-Based Child Care Practices and Experiences study will explore the experiences of a particular group of home-based child care providers who are legally exempt from state licensing or other state regulations that apply to non-custodial care of children in the provider's own home; these providers are commonly referred to as family, friend, and neighbor providers.

Announcement of the Intent To Award Single-Source Cooperative Agreements to Approved but Unfunded Diaper Distribution Pilot Applications From FY2022
The ACF, OCS, Division of Community Discretionary and Demonstration Programs (DCDDP) announces the intent to award seven single-source cooperative agreements in the aggregate amount of up to $8,181,779 to approved but unfunded applications submitted to the Diaper Distribution Demonstration and Research Pilot (DDDRP) Notice of Funding Opportunity HHS-2022-ACF-OCS-EDA-0161. The purpose of these awards is to evaluate the ability of community action agencies, social services agencies, and other non-profit community organizations to provide diapers and diapering supplies on a consistent basis through diaper distribution programs, while also offering support services for families with low incomes. Recipients will operate and expand diaper distribution programs for families with low incomes.
