In accordance with the

1995, the Department is proposing an
extension without change of a currently
approved information collection request
(ICR).
DATES: Interested persons are invited to
submit comments on or before October
29, 2024.

SUPPLEMENTARY INFORMATION: The
Department, in accordance with the
Paperwork Reduction Act of 1995 (PRA)
(44 U.S.C. 3506(c)(2)(A)), provides the
general public and Federal agencies
with an opportunity to comment on
proposed, revised, and continuing
collections of information. This helps
the Department assess the impact of its
information collection requirements and

(4) how might the Department enhance
the quality, utility, and clarity of the
information to be collected; and (5) how
might the Department minimize the
burden of this collection on the
respondents, including through the use
of information technology. Please note

Abstract: This information collection
is used by the U.S. Department of
Education (Department) to gather
annual performance and financial data
from eligible agencies under the Carl D.
Perkins Career and Technical Education
Act of 2006 (Perkins V). To enable
eligible agencies to meet their annual
reporting requirements for Fiscal Year
2023 by January 31, 2025, we are
requesting an extension of the
Consolidated Annual Report (CAR) for
nine months. The Department will later
submit a request to revise the CAR for
future years, as well as a request to
revise the information collection for the
Perkins V State Plan Guide (1830–0029)
for State Plan submissions for Fiscal
Years 2025 through 2027.

Eagle Creek Schoolfield, LLC, City of
Danville; Notice of Authorization for
Continued Project Operation
The license for the Schoolfield
Hydroelectric Project No. 2411 was
issued for a period ending July 31, 2024.
Section 15(a)(1) of the FPA, 16 U.S.C.
808(a)(1), requires the Commission, at
the expiration of a license term, to issue
from year-to-year an annual license to
the then licensee(s) under the terms and
conditions of the prior license until a
new license is issued, or the project is
otherwise disposed of as provided in
section 15 or any other applicable
section of the FPA. If the project’s prior
license waived the applicability of
section 15 of the FPA, then, based on
section 9(b) of the Administrative
Procedure Act, 5 U.S.C. 558(c), and as
set forth at 18 CFR 16.21(a), if the
licensee of such project has filed an
application for a subsequent license, the
licensee may continue to operate the
project in accordance with the terms
and conditions of the license after the
minor or minor part license expires,
until the Commission acts on its
application. If the licensee of such a
project has not filed an application for
a subsequent license, then it may be
required, pursuant to 18 CFR 16.21(b),
to continue project operations until the
Commission issues someone else a
license for the project or otherwise
orders disposition of the project.
If the project is subject to section 15
of the FPA, notice is hereby given that
an annual license for Project No. 2411
is issued to Eagle Creek Schoolfield,
LLC and the City of Danville for a
period effective August 1, 2024, through
July 31, 2025, or until the issuance of a
new license for the project or other
disposition under the FPA, whichever
comes first.
If issuance of a new license (or other
disposition) does not take place on or
before July 31, 2025, notice is hereby
given that, pursuant to 18 CFR 16.18(c),
an annual license under section 15(a)(1)
of the FPA is renewed automatically
without further order or notice by the
Commission, unless the Commission
orders otherwise.
If the project is not subject to section
15 of the FPA, notice is hereby given
that Eagle Creek Schoolfield, LLC and
the City of Danville is authorized to
continue operation of the Schoolfield
Hydroelectric Project under the terms
and conditions of the prior license until
