Background
The Commission instituted these
reviews on July 3, 2023 (88 FR 42751)
and determined on October 6, 2023 that
it would conduct full reviews (88 FR
73043, October 24, 2023). Notice of the
scheduling of the Commission’s reviews
and of a public hearing to be held in
connection therewith was given by
posting copies of the notice in the Office
of the Secretary, U.S. International
Trade Commission, Washington, DC,
and by publishing the notice in the
Federal Register on January 22, 2024
(89 FR 3950). The Commission
conducted its hearing on May 30, 2024.
All persons who requested the
opportunity were permitted to
participate.
The Commission made these
determinations pursuant to section
751(c) of the Act (19 U.S.C. 1675(c)). It
completed and filed its determinations
in these reviews on August 5, 2024. The
views of the Commission are contained
in USITC Publication 5526 (July 2024),
entitled Ripe Olives from Spain:
Investigation Nos. 701–TA–582 and
731–TA–1377 (Review).

SUPPLEMENTARY INFORMATION:
Background: This meeting is being
held pursuant to sec. 308 of the
Workforce Innovation and Opportunity
Act of 2014 (WIOA) (Pub. L. 113–128),
which amends sec. 15 of the WagnerPeyser Act of 1933 (29 U.S.C. 491–2).
The WIAC is an important component
of WIOA. The WIAC is a federal
advisory committee of workforce and
labor market information experts
representing a broad range of national,
state, and local data and information
users and producers. The WIAC was
established in accordance with
provisions of the Federal Advisory
Committee Act (FACA), as amended (5
U.S.C. app.) and will act in accordance
with the applicable provisions of FACA
and its implementing regulation at 41
CFR 102–3. The purpose of the WIAC is
to provide recommendations to the
Secretary of Labor (Secretary), working
jointly through the Assistant Secretary
for Employment and Training and the
Commissioner of Labor Statistics, to
address: (1) the evaluation and
improvement of the nationwide
workforce and labor market information
(WLMI) system and statewide systems
that comprise the nationwide system;
and (2) how the Department of Labor
(Department) and the states will
cooperate in the management of those
systems. These systems include
programs to produce employment-

The Department anticipates the WIAC
will accomplish its objectives by: (1)
studying WLMI issues; (2) seeking and
sharing information on innovative
approaches, new technologies, and data
to inform employment, skills training,
and workforce and economic
development decision making and
policy; and (3) advising the Secretary on
how the WLMI system can best support
workforce development, planning, and
program development. Additional

Purpose: The WIAC is continually
identifying and reviewing issues and
aspects of the WLMI system and
statewide systems that comprise the
nationwide system and how the
Department and the states will
cooperate in the management of those

deliberative and planning activities to
facilitate the development and provision
of its recommendations to the Secretary
in a timely manner.
Agenda: The agenda topics for the
meeting are: (1) Review, discuss and
approve the draft recommendations
presented at the Jun 26–27, 2024, virtual
meeting, (2) Discuss topics for future
consideration of the WIAC, and (3)
Determine workplan for developing the
next set of WIAC recommendations. A
detailed agenda will be available at

9–10, 2024, meeting commences.
The Advisory Council will open the
floor for public comment at
approximately 1:15 p.m. EDT for

SUPPLEMENTARY INFORMATION: The CM–
910 is used to obtain information about
prospective representative payees to
determine whether they are qualified to
handle monetary benefits on behalf of a
beneficiary under part 901 of the Black
Lung Benefits Act. For additional
substantive information about this ICR,
see the related notice published in the
Federal Register on April 9, 2024 (89 FR
24867).
Comments are invited on: (1) whether
the collection of information is
necessary for the proper performance of
the functions of the Department,
including whether the information will
have practical utility; (2) if the
information will be processed and used
in a timely manner; (3) the accuracy of
the agency’s estimates of the burden and
cost of the collection of information,
including the validity of the
methodology and assumptions used; (4)
ways to enhance the quality, utility and
clarity of the information collection; and

This information collection is subject

information collection for three (3)
years. OMB authorization for an ICR
cannot be for more than three (3) years
without renewal. The DOL notes that
