Abstract: The Department awards GEER grants to Governors (States) and analogous ESF—Governor grants to Outlying Areas for the purpose of providing local educational agencies (LEAs), institutions of higher education (IHEs), and other education related entities with emergency assistance as a PO 00000 Frm 00018 Fmt 4703 Sfmt 4703 59907 result of the coronavirus pandemic. The Department has awarded these grants to States (Governors offices) based on a formula stipulated in the legislation. Sections 301(b) and 402(f) of the DOE Organization Act (42 U.S.C. 7151(b) and 7172(f)) transferred this regulatory authority, previously exercised by the nowdefunct Federal Power Commission, to DOE. Section 202(e) of the FPA provides that an entity which seeks to export electricity must obtain an order from DOE authorizing that export (16 U.S.C. 824a(e)).
