Abstract: This request is for a new OMB approval to collect data necessary to support the following: Charter School Programs (CSP) Data Collection, Risk Assessment, and Monitoring. This collection will replace previously approved 1855–0016 collection in order to obtain a new OMB number that is associated with the sub-agency this collection has moved to following a reorganization. The collection of information is still necessary in order to perform data collection, data analysis, risk assessment, and grantee monitoring for the CSP. However, the number of respondents is expected to decrease over the life of this collection, as new grantees (from FY 2022 onward) use the Charter Online Management and Performance System (COMPS) for their reporting (OMB Control Numbers 1810– 0781 through 1810–0787). This collection will remain in place for the older grantees that still have active CSP grants. This data collection is coordinated with the EDFacts Initiative (EDFacts) to reduce respondent burden and fully utilize data submitted by States and available to the U.S. Department of Education (ED) through the EDFacts database. Specifically, under the current data collection, ED collects CSP grant award information from grantees (State agencies, charter management organizations, and some schools) to create a new database of current CSPfunded charter schools and award amounts. Once complete, ED merges performance information extracted from the EDFacts database with the database of CSP-funded charter schools. Ford Federal Direct Loan (Direct Loan), Federal Family Education Loan (FFEL) and the Federal Perkins Loan (Perkins Loan) Programs may request deferment of repayment on their loans if they meet certain statutory and regulatory criteria. The U.S. Department of Education and other loan holders uses the information collected on these forms to determine whether a borrower meets the eligibility requirements for the specific deferment type being submitted. For greater simplicity and to make it easier to maintain consistency among the various forbearance forms, the Department is consolidating all the current forbearance forms into a single collection under OMB No. 1845–0011. AGENCY: El Paso Electric Company (EPE or Applicant) has applied to amend its authorization to transmit electric energy from the United States to Mexico pursuant to the Federal Power Act to reflect a change in counterparty. SUPPLEMENTARY INFORMATION: The United States Department of Energy (DOE) regulates electricity exports from the United States to foreign countries in accordance with section 202(e) of the Federal Power Act (FPA) (16 U.S.C. SUMMARY: PO 00000 Frm 00044 Fmt 4703 Sfmt 4703 54447 824a(e)) and regulations thereunder (10 CFR 205.300 et seq.). Sections 301(b) and 402(f) of the DOE Organization Act (42 U.S.C. 7151(b) and 7172(f)) transferred this regulatory authority, previously exercised by the nowdefunct Federal Power Commission, to DOE. Section 202(e) of the FPA provides that an entity which seeks to export electricity must obtain an order from DOE authorizing that export (16 U.S.C. 824a(e)). On April 10, 2023, the authority to issue such orders was delegated to the DOE’s Grid Deployment Office (GDO) by Delegation Order No. S1–DEL–S3–2023 and Redelegation Order No. S3–DEL–GD1–2023. On April 16, 1992, DOE issued Order No. EA–48–I authorizing EPE to export electric energy from the United States to Comisión Federal de Electricidad (CFE) in Mexico. Most recently, this export authorization was temporarily amended by Order No. EA–48–N on February 25, 1998. On May 1, 2024, EPE filed an application with DOE (App. or Application) requesting to amend its export authorization to reflect a change in counterparty from CFE to the Centro Nacional de Control de Energı́a (CENACE). App. at 2. According to the Application, EPE and CFE entered into an Interchange Agreement (Enabling Contract) to ‘‘govern the exchange of power between the two countries.’’ Id. EPE states that ‘‘reforms in Mexico have resulted in CFE no longer being responsible for energy transactions with EPE pursuant to the Enabling Contract. Rather, [CENACE] now operates [Mexico’s] wholesale electricity market, has operational control of the national electric system, and establishes energy imports and exports for reliability and emergency situations.’’ Id. EPE states that the Enabling Contract was assigned from CFE to CENACE effective April 16, 2024. Id. EPE requests that DOE amend its export authorization to reflect CENACE as the counterparty rather than CFE and confirm that the export authorization will remain applicable to the Enabling Contract now that it has been assigned to CENACE.
