SUPPLEMENTARY INFORMATION:
Background
On April, 23, 2024, the U.S.
Department of Commerce (Commerce)
initiated countervailing duty (CVD)
investigations of imports of certain
epoxy resins from China, India, Korea,
and Taiwan.1 Currently, the preliminary
determinations in these investigations
are due no later than June 27, 2024.
Postponement of Preliminary

Commerce to issue the preliminary
determination in a countervailing duty
investigation within 65 days after the
date on which Commerce initiated the
investigation. However, section
703(c)(1) of the Act permits Commerce
to postpone the preliminary
determination until no later than 130
days after the date on which Commerce
initiated the investigation if: (A) the
petitioner makes a timely request for a
postponement; or (B) Commerce
concludes that the parties concerned are
cooperating, that the investigation is

accordance with applicable Department
of Commerce guidance and based on
their ability to carry out the objectives
of the Committee. Members shall
represent U.S. companies, U.S. trade
associations, U.S. private sector

with applicable Department of
Commerce guidelines, based on their
ability to carry out the objectives of the
Committee as set forth in the Charter
and in a manner that ensures that the
Committee is balanced in terms of
points of view, industry subsector,
geography, and company size. The
diverse membership of the Committee
assures perspectives reflecting the
breadth of the Committee’s
responsibilities, and, where possible,
the Department of Commerce will also
consider the ethnic, racial, gender,
sexual orientation, and gender identity
diversity and various abilities of the
United States population.
Members serve at the pleasure of the

interests of a U.S. entity or U.S.
organization, as well as their particular
subsector; they are, therefore, not
Special Government Employees.
Members of the Committee must not
be registered as foreign agents under the
Foreign Agents Registration Act. No
member may represent a company that
is majority owned or controlled by a
foreign government entity (or foreign
