The first of the reports was delivered on June 30, 2023, with four additional reports due in 2025, 2027, 2029, and 2031. This investigation was initiated on October 15, 2023, and the notice of investigation was published in the Federal Register on November 21, 2023 (88 FR 81100). The Commission will deliver its report to the President and Congress by July 1, 2025. The 2025 report will be the second of five reports. The Commission indicated in its notice of investigation that it will need to obtain data and information through a survey.
