Clean Air Act Operating Permit Program; Order on Petition for Objection to the Title V Permit for Delaware City Refinery
Pursuant to the Clean Air Act (CAA), the Environmental Protection Agency (EPA) Administrator signed an order dated July 5, 2023, granting in part and denying in part a petition dated September 16, 2022, from Delaware Audobon Society, Delaware Concerned Residents for Environmental Justice, Environmental Justice Health Alliance for Chemical Policy Reform, the Widener Environmental and Natural Resources Law Clinic, Environmental Integrity Project, and Earthjustice. The petition requested that EPA object to a Clean Air Act (CAA) title V operating permit issued by the Delaware Department of Natural Resources and Environmental Control (DNREC) to the Delaware City Refinery for its facility located in New Castle County, Delaware.

Safety Zone; Missouri River MM 184.5-185.5, Rocheport, MO
The Coast Guard is establishing a temporary safety zone for all navigable waters in the Missouri River at Mile Marker (MM) 184.5 through 185.5. The safety zone is needed to protect personnel, vessels, and the marine environment from all potential hazards associated with the demolition of the I-70 Bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Upper Mississippi River (COTP) or a designated representative.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Witte Museum has completed an inventory of human remains and associated funerary objects and has determined that there is no cultural affiliation between the human remains and associated funerary objects and any Indian Tribe or Native Hawaiian organization. The human remains and associated funerary objects were removed from Val Verde County, TX.

The Food and Drug Administration (FDA or the Agency) is announcing the over-the-counter (OTC) monograph order request (OMOR) fee rates under the OTC monograph drug user fee program (OMUFA) for fiscal year (FY) 2024. The Federal Food, Drug, and Cosmetic Act (FD&C Act) authorizes FDA to assess and collect user fees from qualifying manufacturers of OTC monograph drugs and submitters of OMORs. This notice publishes the OMOR fee rates under OMUFA for FY 2024. FDA plans to publish the FY 2024 OMUFA facility fee rates in a subsequent Federal Register notice (and anticipates its issuance will generally align with the timing of OMUFA facility fee rate publication for prior fiscal years).

Nominations to the Marine Mammal Scientific Review Groups
As required by the Marine Mammal Protection Act (MMPA), the Secretary of Commerce established three independent regional scientific review groups (SRGs) to provide advice on a range of marine mammal science and management issues.
