Direct photography of the display of the founding documents in the Rotunda will continue to be prohibited; however, visitors are allowed to take selfies and other photographs that include the Rotunda as background. Research shows that most museums allow non-flash photography. By expanding the use of photography, we will enhance the visitor experience and raise awareness of our mission, while continuing to maintain preservation and security needs. SUPPLEMENTARY INFORMATION: Regulatory Analysis Review Under Executive Order 12866, Regulatory Planning and Review, 58 FR 51735; Executive Order 13563, Improving Regulation and Regulation Review, 76 FR 23821; and Executive Order 14094 Modernizing Regulatory Review, 88 FR 21879. The Office of Management and Budget (OMB) has reviewed this rulemaking and determined it is not ‘‘significant’’ under section 3(f) of Executive Order 12866. The petition requested to amend 40 CFR part 180 by establishing tolerances for residues of spinosad in or on the raw agricultural commodities Stalk and stem vegetable subgroup 22A at 0.4 parts per million (ppm), and Spice group 26 at 1.7 ppm. The petition also proposed to remove established tolerances for residues of spinosad in or on the following: Asparagus, and Spice, subgroup 19B, except black pepper. That document referenced a summary of the petition, which is available in the docket, https://www.regulations.gov. There were no comments received in response to the proposed rule. III. Aggregate Risk Assessment and Determination of Safety Section 408(b)(2)(A)(i) of FFDCA allows EPA to establish a tolerance (the legal limit for a pesticide chemical residue in or on a food) only if EPA determines that the tolerance is ‘‘safe.’’ Section 408(b)(2)(A)(ii) of FFDCA defines ‘‘safe’’ to mean that ‘‘there is a reasonable certainty that no harm will result from aggregate exposure to the E:\FR\FM\28AUR1.SGM 28AUR1
