foreseeable time. Supply conditions to
consider include technology;
production methods; development
efforts; ability to increase production
(including the shift of production
facilities used for other products and the
use, cost, or availability of major inputs
into production); and factors related to
the ability to shift supply among
different national markets (including
barriers to importation in foreign
markets or changes in market demand
abroad). Demand conditions to consider
include end uses and applications; the
existence and availability of substitute
products; and the level of competition
among the Domestic Like Product
produced in the United States, Subject
Merchandise produced in the Subject
Country, and such merchandise from
other countries.

SUPPLEMENTARY INFORMATION: On
December 16, 2022, the Commission
established a schedule for the conduct
of the full five-year review (87 FR
78708, December 22, 2022). On April
18, 2023, counsel for Eastman Chemical
Company filed a request that the
Commission cancel the scheduled
hearing for this review given the lack of
respondent interested party
participation. On April 21, 2023,
counsel for Eastman Chemical Company
filed a request to appear at the hearing,
contingent on the Commission’s
response to the request to cancel the
hearing. Counsel indicated a willingness
to respond to any Commission
questions. No other party submitted a
request to appear at the hearing.
Consequently, the public hearing in
connection with this review, scheduled
to begin at 9:30 a.m. on Thursday, April
27, 2023, is cancelled. Parties to this
review should respond to any written
questions posed by the Commission in
their posthearing briefs, which are due
to be filed on May 5, 2023.
