VII. Conclusions and Effective Date
Agencies should use this guidance to
inform the NEPA review for all new
proposed actions. Agencies should
exercise judgment when considering
whether to apply this guidance to the
extent practicable to an on-going NEPA
process. CEQ does not expect agencies
to apply this guidance to concluded
NEPA reviews and actions for which a
final EIS or EA has been issued.
Agencies should consider applying this
guidance to actions in the EIS or EA
preparation stage if this would inform
the consideration of alternatives or help
address comments raised through the
public comment process.
