(‘‘the Act’’), National Fire Protection Association (‘‘NFPA’’) has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing additions or changes to its standards development activities. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. And, the objective of the venture has been updated as follows: ‘‘The objective of CableLabs is to gather, assess, and disseminate technical information of strategic importance to the cable television industry; to identify, plan, engage in, and fund the development of new technologies for the benefit of the industry, directly or in partnership with others; to transfer such technologies to the industry through reports, standards, specifications, industry conferences, training, online courses, software, seminars, workshops, licenses, loans of personnel, and other appropriate means; and to generally undertake research and development activity in furtherance of each of the foregoing.’’ No other changes have been made in either the membership or planned activity of the group research project. Membership in this group research project remains open, and CableLabs intends to file additional written notifications disclosing all changes in membership. On August 8, 1988, CableLabs filed its original notification pursuant to Section 6(a) of the Act. The Department of Justice published a notice in the Federal Register pursuant to Section 6(b) of the Act on September 7, 1988 (53 FR 34593). Determinations

    On the basis of the record \1\ developed in the subject five-year 
reviews, the United States International Trade Commission 
(``Commission'') determines, pursuant to the Tariff Act of 1930 (``the 
Act''), that revocation of the countervailing duty order on imports of 
narrow woven ribbons with woven selvedge (``narrow woven ribbons'') 
from China and antidumping duty orders on narrow woven ribbons from 
China and Taiwan would be likely to lead to continuation or recurrence 
of material injury to an industry in the United States within a 
reasonably foreseeable time.
