SUPPLEMENTARY INFORMATION: The
Department of Education (ED), in
accordance with the Paperwork
Reduction Act of 1995 (PRA) (44 U.S.C.
3506(c)(2)(A)), provides the general
public and Federal agencies with an
opportunity to comment on proposed,
revised, and continuing collections of
information. This helps the Department
assess the impact of its information
collection requirements and minimize
the public’s reporting burden. It also
helps the public understand the
Department’s information collection
requirements and provide the requested
data in the desired format. ED is
soliciting comments on the proposed
information collection request (ICR) that
is described below. The Department of
Education is especially interested in
public comment addressing the
following issues: (1) Is this collection
necessary to the proper functions of the
Department; (2) will this information be
processed and used in a timely manner;
(3) is the estimate of burden accurate;
(4) how might the Department enhance
the quality, utility, and clarity of the
information to be collected; and (5) how
might the Department minimize the
burden of this collection on the
respondents, including through the use
of information technology. Please note

Abstract: The purpose of the 21st
Century Community Learning Centers
(21st CCLC) program, as authorized
under Title IV, Part B, of the Elementary
and Secondary Education Act, as
amended by the Every Student Succeeds
Act (ESSA) (20 U.S.C. 7171–7176) is to
create community learning centers that
provide academic enrichment
opportunities for children, particularly
students who attend high poverty and
low-performing schools, to meet State
and local student standards in core
academic subjects, to offer students a

broad array of enrichment activities that
can complement their regular academic
programs, and to offer literacy and other
educational services to the families of
participating children. Present in all 50
states, the District of Columbia, Puerto
Rico, U.S. Virgin Islands, and the
Bureau of Indian Education, academic
enrichment and youth development
programs are designed to enhance
participants’ well-being and academic
success. The Department of Education
(ED) is requesting authorization for a
revision to collect data for 21st CCLC
programs. The core purpose is to collect
information on the Government
Performance and Results Act (GPRA)
performance indicators associated with
the 21st CCLC program to report to
Congress annually on the
implementation and progress of 21st
CCLC projects. All elements collected
serve to meet the reporting requirements
of the GPRAs. These metrics delivered
in the form of an Annual Performance
Report (APR) are the primary way the
federal government determines the
success and progress of the 21st CCLC
program based on the statutory
requirements.
