producers engaged in the production in
the United States of cold-rolled steel.
Commerce received a substantive
response from the domestic interested
parties within the 30-day deadline
specified in 19 CFR 351.218(d)(3)(i).4
We did not receive a substantive
response from any other interested party
in these proceedings, and no party
requested a hearing.
On July 22, 2021, Commerce notified
the U.S. International Trade
Commission that it did not receive an
adequate substantive response from
respondent interested parties.5 As a
result, pursuant to section 751(c)(3)(B)
of the Act and 19 CFR
351.218(e)(1)(ii)(C)(2), Commerce
conducted expedited (120-day) sunset
reviews of these Orders.
Final Results of Sunset Reviews
Pursuant to sections 751(c)(1) and
752(b) of the Act, Commerce determines
that revocation of the Orders would be
likely to lead to the continuation or
recurrence of countervailable subsidies

The products covered by these Orders
are certain cold-rolled (cold-reduced),
flat-rolled steel products. For a complete

Analysis of Comments Received
All issues raised in these sunset
reviews are addressed in the Issues and
Decision Memorandum, including the
likelihood of continuation or recurrence
of countervailable subsidies and the net
countervailable subsidy likely to prevail
if the Orders were revoked.7 The Issues

AGENCY:
Background
Every five years, pursuant to the Tariff
Act of 1930, as amended (the Act), the
Department of Commerce (Commerce)
and the International Trade Commission
automatically initiate and conduct
reviews to determine whether
revocation of a countervailing or
antidumping duty order or termination
of an investigation suspended under
section 704 or 734 of the Act would be
likely to lead to continuation or
recurrence of dumping or a
countervailable subsidy (as the case may
be) and of material injury.

contact Commerce in writing within 10
days of the publication of the Notice of
Initiation.
Please note that if Commerce receives
a Notice of Intent to Participate from a
member of the domestic industry within
15 days of the date of initiation, the
review will continue.
Thereafter, any interested party
wishing to participate in the Sunset

2021, from 9:30 a.m. to 12:30 p.m. EDT.
Following the open session, the
Committee will convene in a closed
executive session at 1:30 p.m. that will
end by 5 p.m. EDT. The Committee will
also convene in a closed session the
following day, October 19, 2021, from
9:30 a.m. to 4 p.m. EDT.

consideration. Interested members of

NMFS expects members of the public
to conduct themselves appropriately at
the open session of the Advisory
Committee meeting. At the beginning of
the public comment session, an
explanation of the ground rules will be
provided (e.g., speakers will be called
on to give their comments in the order
in which they registered to speak, each
speaker will have an equal amount of
time to speak and speakers should not
interrupt one another). The session will
be structured so that all attending
members of the public have the
opportunity to comment, if they so
choose, regardless of the degree of
controversy of the subject(s). Those not
respecting the ground rules will be
asked to leave the meeting.
After the open session, the Advisory
Committee will meet in a closed
executive session on Monday, October
18, 2021 (from 1:30 p.m. to 5 p.m. EDT)
and Tuesday October 19, 2021 (from
9:30 a.m. to 4 p.m. EDT) to discuss
sensitive information relating to
upcoming ICCAT negotiations regarding
Atlantic highly migratory species
conservation and management.
