Abstract: The Higher Education
Opportunity Act, Public Law 110–315
includes provisions for the Higher
Education Act of 1965, as amended, in
section 448 that promotes the use of
comprehensive work-learning-service
programs as a valuable education
approach when it is an integral part of
the institution’s education program and
a part of a financial plan which
decreases reliance on grants and loans.
The Work Colleges Application and
Agreement form is the tool for an
institution to apply for participation in
this program. The data will be used by
the Department to assess an institution’s
preparedness to participate in this
program and as a signed agreement to
comply with all requirements for
participating in the program. The data is
used in conjunction with institutional
program reviews to assess the
administrative capability and
compliance of the applicant.

soliciting comments on the proposed
