information. This helps the Department
assess the impact of its information

Higher Education Act of 1965, as
amended (HEA), provide discretionary
and formula grant programs that make
competitive awards to eligible
institutions of higher education and
organizations (Title III, Part E) to assist
these institutions with expanding their
capacity to serve minority and lowincome students. Grantees annually
submit a performance report to
demonstrate that substantial progress is
being made towards meeting the
objectives of their project.
